Scope of Work for Phase 1 Study Area Alternatives Report and Associated General Plan and Zoning Code Amendments
Task 1: City Council Study Session #1
The Consultant will attend in person a City Council Study Session on the revisiting of select General Plan sites as outlined by City Council. This Study Session is scheduled for March 16, 2026.

Task 2: Call with HCD
The Consultant will facilitate a call with HCD to discuss the implications of the Council directed evaluation of sites within the General Plan and Housing Element as noted below:
• The existing neighborhood surrounding East Vivian Drive between Contra Costa Blvd and I-680 (exact boundary area to be confirmed in consultation with City staff) • Homes on Julian Way, backing to Gregory Lane
• Homes on Maureen Lane, backing to Gregory Lane
• Vacant properties along Beatrice Road, west of Cleaveland Road Following the call with HCD, the Consultant will summarize the discussion and potential actions within a brief memo that will be provided to the City Council for inclusion in a follow-up Study Session.

Task 3: Internal Coordination Calls
The Consultant will facilitate up to three one-hour internal coordination calls with City staff as necessary leading up to the second Study Session with City Council.

Task 4: City Council Study Session #2
City.of.Pleasant.Hill Draft.Scope.of.Work.for.Study.Area.Alternatives.Evaluation 2 The Consultant will attend in person a City Council Study Session. The Consultant staff members attending include the General Plan Project Manager and Housing Element Task Manager. This Study Session will focus on the findings from the call with HCD. City Council at this study session will provide direction and feedback to City staff the Consultant on how to proceed with changes to the General Plan and Housing Element if necessary. Direction from the City Council with necessitate a Phase 2 scope and budget.
