UNDERSTANDING BETWEEN THE CITY OF PLEASANT HILL AND PARTICIPATING AGENCIES FOR THE INTERSTATE 680 CORRIDOR RAMP METERING PROJECTS WHEREAS, the Interstate 680 (I-680) corridor is a critical transportation facility serving the City of Pleasant Hill and the broader Contra Costa County region, and congestion along the corridor during peak hours results in travel times approximately double those of nonpeak periods; and
WHEREAS, the Contra Costa Transportation Authority (CCTA), in coordination with the California Department of Transportation (Caltrans), has developed the Innovate 680 Program to address congestion through an integrated suite of improvements, including the Coordinated Adaptive Ramp Metering (CARM) Project and the Caltrans I-680 Ramp Metering State Highway Operation and Protection Program (SHOPP) Project; and
WHEREAS, CCTA has prepared the I-680 Corridor Ramp Metering Memorandum of Understanding (MOU) to establish the goals, policies, governance structure, operational responsibilities, and performance metrics for ramp metering operations along the I-680 corridor in Contra Costa County; and
WHEREAS, the MOU identifies the City of Pleasant Hill as a signatory party and includes the City as a member of both the I-680 Ramp Metering Technical Committee (RMTC) and the I680 Ramp Metering Working Group (RMWG), ensuring local representation in corridor governance; and
WHEREAS, City staff actively participated in the MOU review and comment process, providing written feedback, and CCTA’s iterative drafting process incorporated that feedback into the final document; and
WHEREAS, the MOU expressly states that it imposes no direct financial obligation on the City of Pleasant Hill or any other local jurisdiction, and that capital and operational costs are the responsibility of Caltrans and CCTA; and
WHEREAS, the MOU includes provisions specifically designed to protect local arterial streets from ramp queue spillback, to monitor parallel corridor volumes on routes such as Monument Boulevard and Contra Costa Boulevard and to establish emergency override protocols for incident response; and
WHEREAS, the City Council finds that participation in the MOU is in the public interest and supports improved traffic operations on I-680, while protecting the function and safety of Pleasant Hill’s local roadway network.
