CITY COUNCIL STAFF REPORT
Meeting Date: August 3, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO.__-26 AUTHORIZING A REQUEST TO THE

CONTRA COSTA TRANSPORTATION AUTHORITY AND

METROPOLITAN TRANSPORTATION COMMISSION FOR THE
ALLOCATION OF 2026 CONTRA COSTA COORDINATED CALL FOR

PROJECTS FUNDING FOR THE CONTRA COSTA BOULEVARD

ACTIVE TRANSPORTATION PROJECT

SYNOPSIS
The City is proposing to submit a grant application for the Contra Costa Transportation Authority (CCTA) Coordinated Call for Projects (CCFP) in the amount of $9,717,000 to improve pedestrian and bicycle access through the Contra Costa Boulevard Corridor. Key improvements include protected bikeways (Class IV), a vehicle lane reduction, and improved access to the East Bay Municipal Utility District (EBMUD) trail.

The purpose of this item is to consider adopting a Resolution to authorize the Public Works Director to submit a grant application for the Contra Costa Boulevard Active Transportation Project for the CCTA CCFP.

DISCUSSION
Background
CCTA administers and coordinates a range of transportation funding programs that help Contra Costa County jurisdictions, transit operators, and other eligible sponsors deliver local and countywide transportation improvements. CCTA’s CCFP creates one entry point for submitting candidate projects which include, but are not limited to:
 Complete streets and corridor improvements
 Bicycle and pedestrian safety projects
 Trail and active transportation connections
Funding sources include the following:
 One Bay Area Grant 4 (OBAG 4)
 Transportation for Livable Communities (TLC)
 Pedestrian, Bicycle, and Trail Facilities (PBTF)
OBAG 4 is a regional funding program administered by the Metropolitan Transportation Commission (MTC) in partnership with the Bay Area County transportation agencies. CCTA is responsible for developing and submitting Contra Costa County’s prioritized nominations list for the OBAG 4 County program. The purpose of the OBAG 4 program is to advance regional goals for safety, complete streets, housing access, economic vitality, climate protection, and equitable mobility. In the previous OBAG 3 cycle, the City of Pleasant Hill partnered with CCTA to submit the Countywide Smart Signals Project.

TLC funding supports projects that improve local access, strengthen connections between transportation and land use, and help create safer, more walkable, bikeable, and transit-accessible communities utilizing 5% of Measure J funds.

PBTF funding supports bicycle, pedestrian, trail, and active transportation improvements across Contra Costa County utilizing 1.5% of Measure J funds.

Agencies are eligible to submit no more than two applications for the CCFP, and CCTA will review each application for eligibility across each of the funding sources. Final funding recommendations will be based on program rules, geography, project type, readiness, scoring, and available funds. Staff is proposing an 11.47% local match ($1,115,000).

In July 2026, staff attended CCTA’s open office hours to discuss the Contra Costa Boulevard Active Transportation Project. The feedback will be included in the final CCFP grant application.

Analysis
Staff has identified the Contra Costa Boulevard Active Transportation Project (Project) as one of the two ideal projects for the CCFP. The project will construct approximately 1,400 feet of a Class IV separated bikeway along the Contra Costa Boulevard corridor from Monument Boulevard to West Hookston Road. Additional improvements include, but are not limited to, traffic signal improvements, additional landscaping, pedestrian crossing upgrades, and drainage improvements along the corridor. This section of Contra Costa Boulevard is identified as a high- priority corridor in the City’s approved Bicycle and Pedestrian Master Plan (BPMP). In addition, the City’s draft Safety Action Plan identifies this corridor along the draft High Injury Network (HIN), and CCTA identifies this corridor as a proposed low stress bikeway in the Contra Costa Countywide Bicycle and Pedestrian Plan.

Contra Costa Boulevard is a busy principal arterial in the City of Pleasant Hill with an average daily traffic volume of 30,623 vehicles. Residents and pedestrians are currently reluctant to utilize Contra Costa Boulevard as a safe path of travel due to the high volumes of motorized traffic. The proposed improvements are needed to provide students, residents, and bicyclists with a safe means of access to the many facilities in the area. The project will encourage walking and biking to schools and other civic destinations from the surrounding neighborhoods.

County Connection has also expressed interest in partnering with the City in implementing these improvements, as multiple buses operate along the Contra Costa Boulevard corridor.

If the CCFP grant application is successful, funds would become available in FY 27/28, and the project must be completed no later than FY 31 for OBAG 4 funding.

FISCAL IMPACT
The total project improvement cost, including environmental, design, and construction is estimated at $9,717,000. The local match for the project is $1,115,000 (11.47%) and will be funded by Measure K and Traffic Impact Fee funds.

PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
