CITY COUNCIL STAFF REPORT
Meeting Date: August 3, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO.__-26 AUTHORIZING THE CITY MANAGER
TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH DKS
FOR ENGINEERING SERVICES FOR THE CITYWIDE SPEED
SURVEYS
SYNOPSIS
The Citywide Speed Surveys will update the City’s existing speed surveys, which must be updated every 7 to 14 years per the California Vehicle Code.
The purpose of this item is to request City Council’s authorization for the City Manager to execute a Professional Services Agreement with DKS to perform engineering professional services for the Citywide Speed Surveys project.
DISCUSSION
Background
The Citywide Speed Surveys project is an approved project in the FY 2026-2031 Capital Improvement Program.
The California Vehicle Code (CVC) Section 22357 requires establishment and justification of posted speed limits along public roadways by an Engineering and Traffic Survey (E&TS).
Furthermore, per CVC Section 40802, the E&TS must be updated every seven years in order for posted speed limits to be enforceable. The update interval of the E&TS may extend to 14 years when a registered engineer determines that no significant changes in roadway or traffic conditions have occurred.
The current speed surveys were conducted in Fall 2019 and were adopted by City Council in November 2019. These speed surveys will expire in October 2026, seven years after they were previously conducted. Due to COVID and various traffic improvements throughout the City, it was determined that significant changes in roadway or traffic conditions have occurred since the previous speed surveys. Therefore, staff recommends that the City review the current roadway network by conducting an updated speed survey analysis.
Roadway sections are chosen based on guidelines provided by the CVC. Roadways that are exempt from this analysis include local streets, roads, school zones, senior zones, business activity districts, or other speed limits adopted under the CVC. Per the CVC, a local street or road primarily provides access to abutting residential property(s) and meets the following three conditions:
Roadway width of not more than 40 feet,
Not more than one-half of a mile of uninterrupted length. Interruptions shall include official traffic control signals as defined by the CVC.
Not more than one traffic lane in each direction.
Forty roadway segments in the City will be surveyed with this update, and each survey will include data collection and engineering analysis on prevailing vehicle speeds, accident history, and the identification of roadway/traffic conditions not readily apparent to the driver that may affect vehicle speeds. All speed surveys will be conducted under normal traffic conditions during nonholiday weeks in the months of September 2026 or October 2026, and within standard state guidelines.
The results of the Speed Survey Update Project will be presented to the Traffic Safety Commission (TSC) for discussion and recommendation. Upon the TSC’s recommendation, the updates will be presented to the City Council for final adoption.
Analysis
On July 1, the Public Works Department issued a Request for Proposals to solicit engineering design services for this Project. In addition to posting the information on the City’s website, staff specifically solicited proposals from 12 local traffic engineering consulting firms known to perform this type of work. In response, the City received one responsive proposal from DKS by the July 17, 2026, deadline.
Staff has reviewed DKS’s proposal and determined that they have provided a complete proposal for the scope of work, and can adequately deliver the project based on the following criteria: the qualifications of the project team and members, project understanding, and the ability to complete the surveys by October 31, 2026.
The DKS team has previously completed projects in the City, including the Citywide Smart Signals Project and the ongoing Pedestrian Crossing Enhancements Project. Staff believe that the DKS team has the expertise and professional competence to deliver a successful project within the project schedule and budget.
The original estimate for the scope of work was $49,995. Staff thoroughly reviewed their cost proposal and determined that the proposal is reasonable and compliant with CVC guidance.
FISCAL IMPACT
The total project cost is $49,995. The project is funded by Gas Tax funds, as identified in the Fiscal Year (FY) 2026/2031 Capital Improvement Plan (CP-26-006).
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
