TITLE OF SECTION
SECTION 1
EXECUTIVE SUMMARY
Speed zoning requires professional engineering judgment beyond raw field data. Under California’s Safe System approach, AB 43 and AB 1014 empower local agencies to align speed limits with crash severity risks rather than relying solely on operating speeds. AB 43 provides flexibility to lower limits in safety corridors, business districts, and high-pedestrian zones, while AB 1014 extends this authority to state highways and defines explicit implementation guidelines. This joint framework prioritizes the safety of vulnerable road users like students, seniors, and cyclists. DKS has successfully applied this evolving framework through recent citywide speed-limit updates for South San Francisco and Pacifica, as well as our ongoing work for the City of San Mateo. These projects have reinforced the importance of balancing statutory requirements with clear, well-documented engineering judgement.
DKS will build on the City’s current Engineering and Trac Survey (E&TS) by updating the 39 previously surveyed segments included in this scope and adding the new segment on Ellinwood Dr between Contra Costa Blvd and Ellinwood Way. DKS will utilize current California speed-setting requirements, including AB 43 and AB 1014 provisions, the latest California Manual for Setting Speed Limits (CMSSL), which was recently released in June 2026, and the California MUTCD, e ective January 18, 2026. DKS will reconcile
current observed speed data, 10-mph pace, collision history, roadway context, adjacent land uses, and pedestrian/bicycle activity. Where reductions are recommended, the justification statements will clearly identify the applicable statutory basis and the engineering factors supporting the recommendation. This will help the city apply the latest speed-setting flexibility in a way that is transparent and legally defensible.
As part of this e
ort, DKS will evaluate whether any of the study segments meet the current criteria for applying AB 43 tools, including Safety Corridor or high pedestrian/bicycle generator provisions. These provisions will be applied selectively and only where the supporting data and roadway context are strong enough to document a defensible recommendation. Cross-referencing the project segments with the City’s Local Roadway Safety Plan (LRSP)—which documents 1,044 collisions (39 fatal/severe) from 2017 to 2021— revealed critical safety priority overlaps on Contra Costa Boulevard, Chilpancingo Parkway, Golf Club Road, Viking Drive, and Cleveland Road. This overlap will help DKS identify where speed-limit recommendations should be supported by additional safety context, while avoiding overuse of Safety Corridor designations where the collision history or formal criteria do not support that finding.
To meet the City’s schedule, we will complete field data collection in coordination with our subconsultant Idax Data Solutions as soon as we receive notice-to-proceed. We will prepare draft Engineering and Trac Surveys using the latest California guidance. DKS will refine and finalize the Statements of Justification following City review to maintain consistency throughout the City’s speed zone program. 2026 CITY OF PLEASANT HILL ENGINEERING & TRAFFIC SURVEYS 02
PROJECT
UNDERSTANDING
The City of Pleasant Hill is seeking to update its
Engineering and Trac Surveys for 40 roadway
segments to maintain enforceable, current,
and defensible speed limits. This work includes
updating 39 segments from the City’s current
E&TS and preparing a new E&TS for Ellinwood
Drive between Contra Costa Boulevard and
Ellinwood Way.
DKS understands that the City’s objective is not simply to refresh speed survey sheets, but to update its
speed-zone program under a substantially changed
California speed-setting framework. Since the City’s
previous E&TS, AB 43 and AB 1014 have expanded the
role of engineering judgment and provided additional
tools for agencies to consider crash history, land use, vulnerable roadway users, business activity districts,
high pedestrian/bicycle generators, and Safety
Corridors where supported by the data. At the same
time, the recommendations must remain grounded
in observed speed data and documented field
conditions so the resulting speed limits are reasonable, enforceable, and legally defensible.
DKS also understands that the City’s corridors vary
widely in function and context. The study segments
include major arterial corridors such as Contra Costa
Boulevard and Taylor Boulevard, as well as collector
and local-service streets that provide access to
neighborhoods, schools, parks, transit stops and
bicycle/pedestrian facilities. Several of these corridors overlap with locations identified in the City’s LRSP as having elevated collision history. This context will be important when evaluating whether the latest speedsetting tools are appropriate, but those tools must be applied carefully and selectively.
Our approach will combine clear data collection,
careful review of existing conditions, field observation of the corridor profiles and consistent application of
the current CVC codes, California MUTCD sections
and CMSSL. For each segment, DKS will review
the observed 85th and 50th-percentile speeds,
10-mph pace, average speed, Average Daily Trac
counts, recent 5-years collision history, roadway
context, adjacent land use, pedestrian and bicycle
activity, and applicable statutory provisions. The final recommendations will clearly document the basis
for each proposed speed limit, especially where the
recommendation relies on round-down provisions,
additional reductions, or AB 43-related safety
considerations.
PROJECT UNDERSTANDING AND APPROACH
SECTION 2
2026 CITY OF PLEASANT HILL ENGINEERING & TRAFFIC SURVEYS 03
APPROACH TO SCOPE
AND SERVICES
TASK 1. PROJECT MANAGEMENT
AND SCHEDULE
DKS will provide comprehensive project management
from notice to proceed through final E&TS submittal.
The project will begin with a Kick-O
meeting with
City sta
to confirm that the E&TS segment limits are
consistent with the existing posted speed zones,
roadway character, and logical enforcement limits.
DKS will maintain regular communication with the City
throughout the project. Our Project Manager, Meron
Shiferaw, will coordinate directly with City sta
and Idax
Data Solutions, track schedule and budget, resolve data collection issues quickly, and provide status updates
at key milestones. This includes when field data
collection is scheduled, identifying any locations where recollection may be needed, and discussing preliminary
findings with the City before the Draft E&TS sheets
are finalized.
A detailed schedule has been prepared as shown in
Section 5 of this proposal. Once approved by the City,
DKS will maintain the schedule throughout the project
and notify the City early if any data collection issues, weather delays or review comments could a
ect the
overall schedule.
DKS will provide monthly invoices with brief progress
summaries, identifying work completed during the
billing period, upcoming tasks, and any outstanding
items requiring City input. DKS will also provide
internal quality control reviews before each major
submittal. The QC review will focus on consistency
of CVC references, correct application of rounding
and reduction provisions, agreement between the
recommendation table and individual E&TS sheets, and
clarity of the justification language.
Task 1 Deliverables
• Regular project status updates via email
• Virtual project kick-o
meeting
• Up to three (3) additional virtual
progress or review meetings
• Updated project schedule
• Monthly invoices
• Quality control reviews of deliverables
TASK 2. DATA COLLECTION
AND REVIEW
DKS will coordinate and oversee comprehensive field
reviews and data collection for the 40 study roadway
segments. We will work closely with Idax Data Solutions to collect speed and volume data consistent with
CMSSL, CVC, CA MUTCD, and City requirements. This
task will provide the technical foundation for legally
defensible speed limit recommendations and clear
statements of justification.
Radar Speed Surveys
Speed surveys will be conducted during weekday o
-
peak periods under favorable weather and roadway
conditions. Survey locations will be selected to
capture free-flow trac and will be located outside
the influence area of intersections, construction, or
congestion. Equipment will be checked/calibrated
before data collection. The surveys will collect sucient samples in each direction to evaluate the 85th, 50th
and percentile speeds, 10-mph pace, and mean speed.

2026 CITY OF PLEASANT HILL ENGINEERING & TRAFFIC SURVEYS 04 Our team will target a minimum sample of 100 vehicles
per segment where feasible. On low-volume roadways
where meeting this threshold requires extended tracking, a sample of 50 vehicles may be used in accordance with
CMSSL guidance.
Volume Counts
Mid-week, 24-hour tube counts will be collected during
a regular weekday (excluding Monday, Fridays and
holidays). We will coordinate with the City on data
collection timeline to avoid collecting volumes data
during school summer closures. These counts will provide directional trac volumes in 15-minute intervals and
determine Average Daily Trac (ADT). These counts will
be used to support the E&TS documentation, including
the calculation of collision rates and comparison to
applicable statewide average collision rates.
Field Reconnaissance & Land Use Reviews
DKS will perform field reviews of each segment to
document existing posted speed limits, segment limits,
lane configuration, roadway width, median or turn-lane
treatments, on-street parking, driveway/access
density, sidewalks, bicycle facilities, transit stops,
crosswalks, uncontrolled crossings, street lighting,
and nearby pedestrian or bicycle activity generators. DKS will also review adjacent land uses, including residential, commercial, school, senior, park, trail, and transit-related uses.
Where applicable, DKS will verify whether a segment
may meet CVC criteria for residential districts, business districts, business activity districts, school zones, senior zones, or high pedestrian/bicycle generator areas. This may include confirming building frontage, roadwayfacing entrances, proximity to the roadway, and vehicular access where those factors are relevant to the CVC
determination. These field observations will help ensure that speed-limit recommendations are based on observed
roadway context, documented land use, and defensible
engineering judgment.
Collision Data Analysis
DKS will collect and review the most recent three
years of collision history from the Transportation Injury Mapping System (TIMS) for each study segment. Data
will be evaluated by frequency, severity, type, primary collision factor and location, with specific attention to fatal and severe-injury crashes, pedestrian and bicycle collisions, unsafe speed collisions and patterns that may support safety-related speed-setting conditions. We will calculate collision rates using the collected volume data and compare the results to applicable statewide average collision rates.
Together, the speed surveys, volume counts, collision
history, field observations, and land use review will
support the E&TS recommendations and identify where
additional documentation may be needed for round-down
provisions, further reductions, residence or business
district findings, high pedestrian/bicycle generator
considerations, or other AB 43 and AB 1014 speed-setting tools.
2026 CITY OF PLEASANT HILL ENGINEERING & TRAFFIC SURVEYS 05 Task 2 Deliverables
• Speed surveys at all 40 study segments
• 24-hour weekday tube counts with
15-minute directional volumes
• Field review notes of trac, roadway,
roadside and land use conditions
• Collision history review
TASK 3. ENGINEERING AND TRAFFIC
SURVEYS (E&TS)
DKS will compile the speed survey data, trac
volumes, collision history, field observations, roadway characteristics, and adjacent land use information to
prepare E&TS documentation that is compliant with
applicable CVC, CA MUTCD and CMSSL requirements.
For each segment, DKS will begin with the observed
85th percentile speed and apply the current California
speed-setting framework for rounding to the nearest
5-mph increment. DKS will then evaluate whether any
additional provisions apply, including allowed round-down provisions, documented 5-mph reductions, residence or
business district prima facie speed limits, business activity district provisions, high pedestrian/bicycle generator
provisions, Safety Corridor provisions, and prior E&TS
retention provisions where applicable.
For segments where the recommendation follows the
rounded 85th-percentile speed, the justification will be kept simple and direct. For segments where a lower speed is recommended, DKS will clearly identify the applicable statutory basis and the supporting engineering factors, such as collision history, roadway context, vulnerableuser activity, adjacent land use, school or senior activity, pedestrian and bicycle facilities, or LRSP-identified safety context. This will help the City apply available speedsetting flexibility without overextending provisions that require specific findings or documentation.
DKS will prepare a tabulated summary of all surveys and individual survey results for each roadway segment. The E&TS documentation will include the existing speed limit, observed speed data, 10-mph pace, average speed, trac
volume, collision history, collision rate comparison, fieldobserved conditions, factors considered, recommended speed limit, and statement of justification.

We would request “(with counsel of City’s choosing)” under Section 9a to be revised to "(with counsel of City's approval),” as the current language is too broad and uninsurable. We feel it is a conflict of interest for the City to have unrestricted discretion in selecting legal counsel for DKS.
