CITY COUNCIL STAFF REPORT
Meeting Date: August 3, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. __-26 AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH CSG CONSULTANTS FOR TEMPORARY
PLANNING SERVICES
SYNOPSIS
Staff is requesting the City Council approve a request to authorize the City Manager to enter into a Professional Services Agreement with CSG Consultants for a Temporary Planning Staff person to provide planning staff services for a period of six months while the current Senior Planner will be on an extended leave of absence. The contract amount is not to exceed $150,000.
DISCUSSION
Background
The City Planning Division consists of four professional planners, one city code investigator, and one support staff person. The current Senior Planner will be taking six months’ leave of absence effective August 2026.
Analysis
In anticipation of the extended leave of the Senior Planner, the City issued a request for proposals (RFP) among nine professional planning consultants. After reviewing the proposals received and conducting interviews with the candidates, City staff recommends entering into a Professional Services Agreement with CSG Consultants for the six-month period.
The agreement stipulates that CSG Consultants will assign a Senior Planner-level contract planner (Savannah Lane) to provide planning services to the City Planning Division. Ms. Lane has extensive experience, having worked as a contract planner in other cities in the greater Bay Area, including the City of Richmond and the Town of Colma. By coincidence, she is a resident of Pleasant Hill, which gives her local knowledge that could also prove beneficial to the City. The City Planner expects Ms. Lane to complete Senior Planner-level tasks, including reviewing and processing higher level projects; completing plan checks, as needed; assisting the City Planner with management of the public front counter activities; and ultimately serving as a source of information for Planning-related tasks and activities.
FISCAL IMPACT
The CSG Consultants proposal is complete and acceptable at a total cost of $150,000. The cost of a temporary contract planner was anticipated and included in the City’s recently adopted budget for the 2026-27 fiscal year within the Planning Division’s “Contractual Services” budget line item.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
