WITH THE STATE OF CALIFORNIA FOR RECEIVING FUNDS FROM
THE DEPARTMENT OF CALIFORNIA HIGHWAY PATROL
CANNABIS TAX FUND
SYNOPSIS
The City has received notification of a grant award totaling $39,840 from the State of California, funded through the California Highway Patrol Cannabis Tax Fund. Staff is requesting City Council approval of the resolution authorizing the City Manager or designee to execute the grant agreement with the State.
DISCUSSION
Background
In February 2026, the Pleasant Hill Police Department submitted a competitive grant application to the State of California, requesting funds through the California Highway Patrol Cannabis Tax Fund Program. The proposal included funding for specialized DUI (Driving Under the Influence) enforcement training, targeted DUI saturation patrols, and the purchase of Light Detection and Ranging (LiDAR) equipment to assist with speed enforcement during DUI enforcement operations.
The intent of the grant is to support public education on the dangers of impaired driving, enhance DUI enforcement efforts, and improve the effectiveness of the Pleasant Hill Police Department through training and the implementation of new enforcement strategies, with the overall goal of promoting roadway safety and maintaining a safe community.
The City of Pleasant Hill was awarded $39,840 for Fiscal Year 2026–2027. To receive reimbursement for eligible expenses, the City is required to provide the State with an adopted resolution authorizing the execution of the agreement.
Analysis
The grant funds awarded through the California Highway Patrol Cannabis Tax Fund must be expended no later than June 30, 2027. The Police Department intends to allocate these funds during Fiscal Year 2026–2027 for specialized training in Driving Under the Influence (DUI) enforcement, implementation of targeted DUI saturation patrols, and the purchase of LiDAR equipment.
FISCAL IMPACT
There is no anticipated fiscal impact on the General Fund. The City will be responsible for making the identified expenditures initially and will subsequently be reimbursed by the State.

Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
