Savannah Lane

SENIOR PLANNER
Savannah Lane is a versatile land planner with cross-sector experience in both public and private planning sectors in California and Nevada. She is experienced in preparing and processing master plan amendments, specific plans, zone changes, tentative maps, special use permits, master planned communities, and housing element updates. Known for working effectively with staff, engineers, surveyors and applicants, she has been well regarded by both the public and agency staff for professionalism, responsiveness, and a personable, solutions-oriented approach to her work.

Relevant Experience
Land Planner | Manhard Consulting, Reno, NV. Ms. Lane served as a key member of a multidisciplinary Land Planning team, managing entitlement and site planning efforts for residential, commercial, and industrial projects across California and Nevada. In addition, she served as a contract planner for the City of Portola, CA, supporting day-to-day planning operations, application processing, zoning interpretation, and project coordination with City and County staff. She prepared a wide range of land use entitlements—including Special Use Permits, Planned Unit Developments, Master Plan Amendments, Zoning Map Amendments, and other discretionary approvals. Her work also included taking the lead in assembling and delivering high-quality, comprehensive project submittal packages that met local municipal requirements and reflected a strong understanding of planning codes, timelines, and agency expectations. Ms. Lane also conducted due diligence research, developed entitlement strategies, drafted staff reports and justification narratives, and collaborated closely with internal engineering and survey teams to ensure complete and coordinated applications.

Prior to serving as a Land Planner for Manhard Consulting, Ms. Lane served in a Land Planning Project Coordinator role in which she provided integrated support to the Planning, Engineering, and Survey teams by preparing entitlement application packages, coordinating permit submittals, and ensuring compliance with local and state regulations. She conducted site-specific research and due diligence reviews, developed project timelines with milestone tracking, and created high-quality graphics and presentation materials.

Planning Technician | Churchill County, NV. Ms. Lane supported a broad range of planning functions in a rural community setting, working closely with the public and local developers. Due to the County’s unique character, projects often involved large-scale renewable energy facilities, including geothermal and solar developments, alongside traditional land use applications. Ms. Lane developed strong, trusted relationships with residents, colleagues, and applicants, becoming a reliable point of contact for guidance through the County’s planning and permitting process. She was responsible for interpreting and enforcing County codes and zoning ordinances, and for preparing detailed staff reports, correspondence, and supporting graphics. Ms. Lane also delivered clear, professional presentations before the Planning Commission and Board of County Commissioners, and collaborated regularly with Code Enforcement, the Building Department, and Business Licensing to ensure seamless coordination.
