A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH DKS FOR THE CITYWIDE SPEED SURVEYS
WHEREAS, the Citywide Speed Surveys is an approved project in the FY2026-2031 Capital Improvement Program; and
WHEREAS, the current Citywide Engineering and Traffic Survey was last updated in 2019; and
WHEREAS, the California Vehicle Code (Section 40802) requires that all Engineering and Traffic Surveys for the establishment of posted speed limits be updated at a minimum every seven years and within fourteen years with approved extensions; and WHEREAS, the City wishes to update the current Citywide Engineering and Traffic Survey for the purpose of establishing the posted speed limits along public roadways per California Vehicle Code requirements; and
WHEREAS, on July 1, 2026, the Public Works Department issued a Request for Proposals to solicit engineering design services for this project to 12 local traffic engineering consulting firms known to perform this type of work; and WHEREAS, DKS has submitted a responsive proposal to the Engineering Division; and WHEREAS, Staff reviewed the proposal provided by DKS and determined that DKS can adequately deliver the project based on the following criteria: qualification of the project team and members, project understanding, and ability to meet the project schedule.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Pleasant Hill that the City Council hereby authorizes the City Manager to execute a professional services agreement with DKS for engineering services for the Citywide Speed Surveys in an amount not to exceed $49,995.
