CITY COUNCIL STAFF REPORT
Meeting Date: September 14, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. ___-26 AUTHORIZING THE CITY

MANAGER TO EXECUTE A PROFESSIONAL SERVICES

AGREEMENT WITH LCC ENGINEERING AND SURVEYING (LCC)
FOR MONUMENT PRESERVATION SERVICES FOR THE 2026
STREET RESURFACING PROJECT NO. 01-26

SYNOPSIS
The purpose of this item is to consider authorizing the City Manager to execute a Professional Services Agreement with LCC to perform monument preservation services on select streets as part of the 2026 Street Resurfacing Project No. 01-26.

DISCUSSION
Background
The 2026 Street Resurfacing Project No.01-26 is part of the City’s Street Resurfacing Program and is an approved project in the FY 024-2029 Capital Improvement Plan and was awarded to MCK Services on August 3, 2026. This year’s street resurfacing project will provide a resurfacing treatment within two residential neighborhoods, RZ 4 and RZ14, within the Gregory Gardens neighborhood. As the resurfacing treatment identified for both neighborhoods will require utility adjustments, including survey monument preservation, the surveying and mapping required for the preservation of the monuments is typically included as part of the City’s annual street resurfacing project.

In surveying, monuments, or property markers, are defined as physical objects on or in the ground, which establish the location of boundary lines. The survey monument defines the location of private or public property lines. California state law requires that any street, road, or highway survey monument must be located, referenced, and preserved by a licensed land surveyor before any construction, resurfacing, or utility work disturbs them.

Analysis
In April 2026 staff solicited proposals from several local surveying firms to provide Monument Preservation Services for the 2026 Street Resurfacing Project. In response, only LCC provided a responsive proposal for the work that is in compliance with State requirements governing the protection and re-establishment of existing survey monuments.

LCC identified approximately 26 street survey monuments within RSZ 4 and RSZ 14 that require monument preservation, including box and lid replacement. The cost for these services is $32,340, and includes necessary field investigation, monument referencing, preparation of pre-and post-construction corner records, and production of final as-built monument maps. These services are necessary to comply with State monumentation requirements and to ensure all affected street monuments within RSZ 4 and RSZ 14 are properly preserved or replaced prior to pavement rehabilitation. Staff believes the proposal is acceptable for the scope of work required for the work.

The LCC team has previously completed monument preservation projects for the City, including the 2023 and 2025 Street Resurfacing Projects, and staff believes that they have the expertise and professional competency that will result in a successful project delivery within the project schedule and budget.

FISCAL IMPACT
LCC’s proposal is in the amount of $32,340. The proposal is complete and acceptable considering the scope of the construction inspection and materials testing services of the project. It is reasonable to include a contingency of $4,851, bringing the total inspection and testing cost to $37,191. These costs are to be funded using Street Resurfacing Program funds. The Finance Division has confirmed that these funds are available.

PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
