CITY COUNCIL STAFF REPORT
Meeting Date: October 5, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: City Debt Financing Options
SYNOPSIS
On June 15, 2026, the City Council Adopted the Biennial Budget for Fiscal Years 2026/2027 through 2027/2028. The City Council understood that an adopted budget was required before the beginning of the new fiscal year but also acknowledged that the budget deficits are not sustainable, which was also reflected in the City Manager’s Summary in the Adopted 1. The City Council, as recommended by the Budget Committee, directed staff to bring back options to address the budget deficits. Staff has prepared various financing scenarios for the City Council’s consideration and discussion. This information was provided to the Budget Committee on September 9, 2026, and September 30, 2026.
BACKGROUND
Adopted Biennial Budget Fiscal Years 2026-2027 - 2027-2028 The Adopted Biennial Budget for Fiscal Years 2026/2027 through 2027/2028 (FY 26/27 & FY 27/28) assumes maintaining service and programs at current levels. The adopted budget incorporates moderate increases for revenues and expenditures based on our consultants, service providers, and consistent with the Updated Long Term Financial Plan FY24/25 through FY28/29.
This could result in budget deficits of $4.1 million in FY 26/27 and $4.7 million in FY27/28, and the budget forecast shows the General Fund declining below $10 million reserve policy threshold by the end of the adopted biennial budget and turning negative by FY 29/30. Staff will continue to review existing funding and expenditure reduction options, but based on the projected budgeted deficits, and in the absence of a new revenue source, reducing the budget deficit would most likely require City Council to consider significant service reductions. 1 Biennial Budget Fiscal Years 2026/2027 – 2027/2028 – Pages ii-vi Item 10.1
City Council Meeting Agenda - Page 27 of 97 - Monday, October 05, 2026 Financial History
Over the last 10 years, City revenues have grown 4.4% on average. The City Council and staff have managed costs over the last decade with an average increase in expenditures of 4.3%.
However, the costs that continue to rise significantly are CalPERS Unfunded Actuarial Liability (UAL) and insurance premiums, which are both costs beyond City control other than authorizing their payments. The CalPERS UAL and insurance premium payments have an annual average growth of 26% and 27%, respectively, over the last decade.

DISCUSSION
Measure K
Pleasant Hill voters adopted Measure K, a 20-year, one-half-cent transactions and general use tax (TUT), in November 2016. The tax became effective on April 1, 2017, and will be sunset on March 31, 2037, unless extended by Pleasant Hill voters.
The Measure K revenue has been and will be used for important City services and projects as approved by City Council which include:
o Repaving and maintaining neighborhood streets
o Maintaining and upgrading the City’s storm drains
o Adding new sidewalks, and walking and bike paths
o Construction of a new community library; and
o Funding other city projects and services identified as key priorities.
Item 10.1
City Council Meeting Agenda - Page 31 of 97 - Monday, October 05, 2026 In August 2020, the City financed the construction of a new library and infrastructure improvements for $26.4 million through a lease financing private placement loan with BMO Bank. The interest rate on the private placement debt is 1.75% per annum and matures in June 2032, with an annual debt service payment of $2.5 million. As of June 30, 2026, the principal balance is $14.1 million.
Financing Options
On September 9, 2026, the Budget Committee reviewed financing options to help address the General Fund deficits in the Adopted Biennial Budget. The City’s consultants NHA Advisors (NHA) completed an analysis considering capacity in Measure K with the final payment of the 2020 Library Private Placement Debt (2020 Library Debt) in June 2032 and the measure continuing to March 2037. NHA provided the following scenarios:
A. Restructure the tax-exempt 2020 Library Debt loan and issuing a new series of taxable debt (structured as lease revenue bonds), both with a final maturity in FY 36/37.
B. Leaving the 2020 loan outstanding and filling the back-end capacity with capital appreciation bonds (CABs; structured as pension obligation bonds) with a final maturity in FY 36/37.
Each of these options would use the City’s debt capacity by extending the $2.5 million annual debt service through the entire period of Measure K, generating approximately $7.0 million in upfront bond proceeds, and depending on use, could create cash flow assistance over 5 to 10 years. For the purposes of its analysis, NHA assumed that the proceeds would be used to alleviate CalPERS pension costs (either through leveraging the City’s Section 115 Trust or through a direct pay down of unfunded liability to CalPERS). The budget relief generated by this approach represents 20 to 25 percent (~$1.2 million) of the City’s total structural deficit (~$5 million) on an annual basis for five years. It is also important to note that none of these options provide any interest savings on the library bonds or pension expenses, but will create additional interest expenses.
The Budget Committee, after reviewing the options, requested additional analysis by restructuring the financing with additional assumptions based on an extension of Measure K, an action that would require voter approval.
On September 30, 2026, the Budget Committee reviewed NHA’s analysis assuming a voterapproved extension of Measure K of various increments of time (i.e. 10, 15, and 20 years), with debt service continuing at the same level ($2.5 million annually) consistent with the current 2020 loan through the debt term of each of these scenarios.
Use of Measure K capacity to fund bond proceeds could generate various amounts depending on the assumptions. The analysis shows that each scenario is not sufficient to address the General Fund structural deficit annually. The scenario that provides the maximum proceeds ($21 million) would require an extension of 20 years and would produce approximately $3.2 million of budget Item 10.1
City Council Meeting Agenda - Page 32 of 97 - Monday, October 05, 2026 relief annually for five years (about 64% of the annual budget deficit), but an additional $33 million in costs over 30 years. Therefore, the implementation of additional measures, potentially ranging from revenue options to service reductions would still be needed in the future to address the balance of the approximate $5 million annual deficit.
Summary Financing Options
Option Description Funding
Scenario assumes no extension of Measure K (presented at September 9, 2026 Budget Committee Meeting)
Scenario 1 Restructure the 2020 Loan and deposit
the new money capacity in the City’s
Section 115 Pension Trust; withdraw
from the Trust to smooth the City’s UAL
+ debt service payments
$7 million in proceeds and $12
million in additional debt service
payments. Provides funding in first
5 years for approximately $1.2
million annually, but an additional
$3.0 million in costs over 10 years.
Scenario assumes extension of Measure K for 20 Years (presented at September 30, 2026 Budget Committee Meeting)
Scenario 2 Extend Measure K to FY 2057 (20
Years) Restructure the 2020 Loan, and
deposit the new money capacity in the
City’s Section 115 Pension Trust;
withdraw from the Trust to smooth the
City’s UAL + debt service payments
$21 million in proceeds and $62
million in additional debt service
payments. Provides funding in first
five years for approximately $3.2
million annually, but an additional
$33 million in costs over 30 years.
As stated earlier, the various financing options cannot fully address the $5 million average annual deficit and would add costs at higher interest rates attributable to current economic conditions.
NHA stated that this financing strategy could potentially have a negative reception by credit rating agencies and bond investors, since the City cannot completely address its financial issues and would be adding significant costs by restructuring the current library loan and new debt to finance operations. The strategy of financing pension costs is not new, as several agencies in the early 2020s took advantage of low borrowing rates (~2.5% - 4.0%) to refinance some or all of their CalPERS UAL. However, no agencies have executed this type of refinancing in recent years given how high interest rates are (currently 6.0% - 7.0%). Further exacerbating the “net cost” of this potential strategy for the City of Pleasant Hill is the extension of the term by 20 years, which adds significantly to overall interest paid. NHA and the Committee noted that this analysis could be reconsidered in the future, if interest rates were to decline and provide “net savings” to the City, rather than added cost.
Item 10.1
City Council Meeting Agenda - Page 33 of 97 - Monday, October 05, 2026 The Budget Committee discussed the options with NHA and staff; they concluded that the additional costs outweighed the short-term relief, and additional measures would still be needed to address the City’s finances. The Committee provided direction to staff to present this information to the City Council so that they are aware of the other options under consideration and provide direction to staff, if any.

Subject:: Tax increases
Question or Comment:: Dear Members of the Pleasant Hill City Council, I am writing to respectfully urge the City Council not to increase sales taxes or property taxes at this time.
I understand that the City has financial responsibilities and that maintaining essential services is important. However, residents are also facing higher costs for housing, food, utilities, insurance, transportation, and everyday necessities. This is a difficult time for many households, and adding another tax burden—whether through a sales-tax increase, a propertytax increase, or both—would place additional pressure on residents who are already struggling to keep up.
Before asking residents for more money, I believe the City should take a hard look at its existing spending and prioritize needs over wants.
Essential services and public safety should come first. Necessary maintenance, infrastructure, and other fundamental responsibilities deserve attention. But discretionary projects, enhancements, expansions, and other expenditures that are not truly necessary should be postponed. Wants can wait.
The City should approach its budget the same way many Pleasant Hill households must approach their own finances: distinguish between what is essential and what would simply be nice to have. When families have to make difficult choices because their budgets are stretched, government should demonstrate the same fiscal discipline.
This is not an argument against funding necessary services. It is an argument for responsible prioritization and spending restraint before increasing taxes.
I respectfully ask the Council to:
Reject any proposed increase in the sales tax at this time.
Reject any additional property-tax burden on residents at this time.
Conduct a thorough review of City spending and identify opportunities for savings.
Prioritize essential services and public safety over discretionary projects and enhancements.
Defer nonessential expenditures until residents are in a stronger financial position.
Make every effort to live within existing revenues before asking residents to provide more.
There will always be worthwhile projects and desirable improvements that the City could pursue. But good fiscal management requires recognizing that not everything that is desirable is necessary right now.
Item 10.1
City Council Meeting Agenda - Page 38 of 97 - Monday, October 05, 2026 This is a terrible time to place one or both of these additional tax burdens on Pleasant Hill residents. I urge the Council to listen to its residents, exercise fiscal restraint, and make the difficult choices necessary to control spending rather than automatically turning to taxpayers for additional revenue.
Please put the financial well-being of Pleasant Hill residents first and hold the line on taxes.
Thank you for your service to our community and for your consideration of this request.
Sincerely,
Randy Barisof (28 year resident)

I listened to the meeting on the city's budget shortfall and generally agree with the way the City Council was leaning.
While the city should continue to look for ways to trim expenses and improve efficiencies, further cuts to staffing risk public safety and services residents rely on.
No one asked if unfilled positions are causing excessive overtime that would justify filling one of those positions.
I agree increasing sales tax is the least objectionable way to fill the budget shortfall
I agree the city should look for ways to increase revenue especially looking to attract new businesses to the city. I am opposed to the idea of paid parking. It is a hassle and creates an impediment to shopping which is already being hit with a sales tax increase. Better to looking at more speed enforcement which, as was brought up at another of your meetings, would have the benefit of improving public safety.
Do not touch Measure K. This was sold to the public as a way to fund infrastructure improvements and like all public promises, that promise should be honored.
I agree you should be looking to do more public education and outreach. While you only had one public comment on this topic, you can be sure you will have dozens of people complaining they were not notified if a new tax is imposed. And maybe part of that education outreach should be to remind people that staying connected and informed is a public obligation of democracy in action. The city has plenty of avenues it uses to keep a concerned resident informed of issues. There are no "secret meetings" or back door deals. And as a revenue generating idea, how about instituting a "swear jar"? The next time someone swears they were not notified, have them put a dollar in the city swear jar! Item 10.1

CITY COUNCIL STAFF REPORT
Meeting Date: October 5, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. __-26 APPROVING USE OF PUBLIC,
EDUCATIONAL, AND GOVERNMENTAL (PEG) ACCESS FUND FOR
REPLACEMENT OF COUNCIL CHAMBERS VIDEO WALL
SYNOPSIS
City staff is requesting use of Public, Educational, and Governmental (PEG) funds to replace the existing video wall in the Council Chambers. The existing video wall is approximately five years old and has begun experiencing reliability issues that affect City meetings. The current multidisplay configuration also creates visible seams that can interfere with the presentation and legibility of meeting materials. Advances in LED technology now give the City an opportunity to replace the existing system with a seamless video wall that improves presentation quality, while addressing the reliability concerns associated with the existing displays. Staff is therefore requesting an appropriation of $69,998.62 from the City’s PEG Fund for the video wall replacement.
DISCUSSION
Background
The Digital Infrastructure and Video Competition Act (DIVCA), enacted in California in 2006, established a statewide franchising system for video service providers and set standards for supporting community access television. Under DIVCA, cities are authorized to collect a PEG Access fee of up to 1% of a provider’s gross video service revenues to ensure continued support for local broadcasting and media access. These funds support capital expenditures and operations for local access channels, such as equipment, facilities, and content creation.
In June 2021, the City completed a comprehensive refresh of the aging audio/visual equipment used to support and broadcast City Council meetings. As part of that project, the City replaced the existing rear-projection system in the Council Chambers with nine 55-inch LED displays configured to operate as a single, unified image.
After approximately five years of service, the existing displays are experiencing intermittent outages and unprompted resets during City meetings. In addition to reliability concerns, the bezels (or edges) separating the individual displays are increasingly distracting during presentations and can Item 10.2
City Council Meeting Agenda - Page 41 of 97 - Monday, October 05, 2026 significantly affect legibility when presentations contain spreadsheets, detailed graphics, or small text.
At the time of the 2021 refresh, bezel-less, direct-view LED technology was cost-prohibitive for the City. Advances in LED display technology over the past five years have substantially improved both the availability and cost-effectiveness of large-format, bezel-less display systems. These systems have become increasingly common for applications requiring a large, seamless image, including council chambers, boardrooms, control rooms, and other professional presentation environments.
Analysis
Staff solicited proposals from multiple vendors and evaluated several large-format, bezel-less LED display solutions. Based on the evaluation, staff recommends Creation Networks, Inc. to furnish and install an Absen M54 direct-view LED video wall in the Council Chambers.
The proposed system will replace the existing nine-display configuration with a seamless LED display, eliminating the visible bezels between individual screens. The new system is expected to provide improved image uniformity, greater readability of detailed content, and enhanced reliability for City Council meetings and other public meetings and presentations.
Absen is a global manufacturer of professional direct-view LED display technology and has established a significant presence in the professional audiovisual industry. Its products are used in a variety of commercial, government, broadcast, and other professional applications.
Creation Networks, Inc., based in Concord, California, is a commercial audiovisual integrator specializing in the design, installation, and support of professional audio/visual systems. The company has provided audiovisual solutions for corporate, governmental, public safety, transportation, and other institutional clients. Its experience includes projects for organizations such as Bay Area Rapid Transit (BART), the County of San Mateo, Cal Fire, and Rivian.
Staff evaluated the proposed equipment, system design, vendor experience, installation services, reliability, and the overall project cost of $69,998.62. Creation Networks, Inc.'s proposal is based on California Multiple Award Schedules (CMAS) pricing. CMAS pricing satisfies the City's competitive procurement requirements and provides established contract pricing for the proposed equipment and services.
Currently, the PEG Funds allocated in the City’s current fiscal year budget total $65,000, which is insufficient to replace the video wall. Staff therefore requests an appropriation of $69,998.62 from the City’s PEG Fund to cover the replacement cost.
The Budget Committee reviewed this request at its September 30, 2026 meeting and recommended that the City Council approve the appropriation of PEG funds for the video wall replacement.
In the near future, a portion of the $65,000 in PEG funds allocated in the City’s current fiscal year budget will be used to replace the 16 microphones in the Council Chambers with models Item 10.2
City Council Meeting Agenda - Page 42 of 97 - Monday, October 05, 2026 featuring built-in status lights. These lights will provide meeting participants with a clear, visible indication of whether a microphone is muted or unmuted.
FISCAL IMPACT
The fiscal impact is the appropriation of $69,998.62 from the City’s PEG Fund, for the procurement and installation of the new video wall. As of the beginning of FY 26/27, the Finance Division has confirmed the PEG Fund balance is approximately $315,000. The appropriation would not impact the City's General Fund.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Move to adopt the proposed resolution to appropriate $69,998.62 from the PEG Fund and authorize the City Manager to expend those funds for the replacement of the video wall in the Council Chambers.
ALTERNATIVES TO RECOMMENDED ACTION
The City Council could reject the proposed action and provide direction to staff.

SCOPE
CMAS # 3-24-11-1007
CMAS TERM DATES 11/05/2024 through 09/04/2028
effective date 11/05/24
CMAS CATEGORY Information Technology Goods and Services Project: Council Chambers — Video Wall Replacement
Scope of Work
We will remove the existing 9 x 9 NEC 55" LCD video wall and install a new Absen M54 LED video wall to provide a brighter, more reliable, and easier-to-maintain display surface. The work includes supply and installation of the Absen M54 panels and to the existing mounts and properly aligned wall.
To replace the existing control/processing equipment, we will install an AVPro Edge multi-image processor and associated AVPro Edge networked matrix components (models AC-MV-41, AC-MXNET-CBOX-HA, AC-MXNET-1G-D, AC-MXNET-SW24E, and AC-MXNET-1G-E). In plain terms, this equipment will let the room receive multiple video sources, route any source to any part of the new video wall, and show either a single full-screen source or multiple sources at the same time in user-friendly layouts. The AVPro system will take over the functions currently handled by your Crestron processor, which is being retired.
We will fully integrate and program the new system so that it operates smoothly with the roomʼs existing AV sources and control intentions. Programming will include setting up common screen layout with simple on-screen labels if needed and maintain basic room control functions so the room can be used by non-technical staff without needing an AV technician.
Before handoff we will perform a complete test and verification of the new video wall and processing system. Testing includes checking image alignment, color/uniformity, audio/video sync where applicable, source switching and routing, and verification of all programmed presets and control behavior. Any issues that affect image quality or system function will be addressed on-site.
We will provide on-site training for your primary operators and facilities staff. Training will cover how to power up and shut down the system, recall presets and layouts, basic troubleshooting steps, and how to request support. We will also supply system documentation outlining equipment installed, serial numbers, basic operating instructions.
Please note that the existing Crestron processor has reached end-of-life (EOL). When manufacturers mark products EOL, replacement parts are typically available for a limited time; in this case parts will only be made available up to five years after EOL. Replacing the processor now with the AVPro multi-image processor avoids future serviceability and support risks.
Assumptions and exclusions: this scope assumes reasonable access to the room and equipment during agreed working hours, available power and cooling to support the new equipment, and that any needed site coordination (building access permits, after-hours work approvals) will be provided by the client. If the site requires unexpected structural modifications or additional third-party trade work, we will advise and provide a change order for approval.

CITY COUNCIL STAFF REPORT
Meeting Date: October 5, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: AWARD THE CONSTRUCTION CONTRACT FOR THE MONUMENT BRIDGE AT CANAL TRAIL PROJECT NO. 02-26 AND AUTHORIZE
THE CITY MANAGER TO EXECUTE A CONSTRUCTION CONTRACT
WITH FJ&I ENGINEERING, INC.
SYNOPSIS
The Monument Bridge at Canal Trail Project (No. 02-26) (Project) will provide safety and accesscontrol improvements underneath the Monument Boulevard bridge deck at Mohr Lane. The purpose of this item is to consider acceptance of the lowest responsive and responsible bid, submitted by FJ&I Engineering, Inc., and to authorize the City Manager to execute a construction contract with FJ&I Engineering, Inc.
DISCUSSION
Background
The Citywide Bridge Maintenance Program is a funded project in the approved FY 2026-2031 Capital Improvement Program (CIP). The bridge program funds the implementation of recommended bridge repairs required to maintain a reliable transportation system. The Monument Boulevard Bridge at the Canal Trail Project No. 02-26 will construct CMU walls, install grouted Caltrans Class I rip-rap, and add secure steel access gates beneath both sides of the Monument Boulevard Bridge along the flood control channel, along with associated demolition, earthwork, traffic control, and environmental protection work.
The Monument Boulevard bridge is located at the intersection of Monument Boulevard and Mohr Lane and spans the Contra Costa County flood control channel. It is a single span bridge with a reinforced concrete bridge deck and abutments. The center line of the bridge deck is the boundary between the City of Pleasant Hill and the City of Concord. The City of Pleasant Hill is responsible for the maintenance beneath the west side of the bridge deck, and the City of Concord maintains the east side. The Contra Costa County Flood Control District (CCCFCD) maintains the concrete lined channel, as well as the landscape area surrounding the north and south bridge abutments.
Item 10.3
City Council Meeting Agenda - Page 77 of 97 - Monday, October 05, 2026 In recent years, the area beneath the Monument Boulevard bridge has experienced significant accumulations of garbage and debris associated with prolonged unauthorized encampment activity. The City of Pleasant Hill has undertaken major cleanup efforts in previous years, dedicating substantial staff time and incurring significant contractor and waste-removal costs to address these conditions. Left unaddressed, this debris and waste accumulation creates elevated public-health risks, including mosquito breeding, rodent activity, and decomposition hazards that can lead to serious disease exposure for the surrounding community.
The California Department of Transportation (Caltrans), Division of Maintenance structural engineers routinely inspect the City’s long span bridges every two years through a federally mandated program. Caltrans provides the City with a bridge inspection report, which identifies needed repairs on the bridge deck, the superstructure, as well as the substructure. The last inspection was in February 2025, and damage to the bridge girders was identified due to unauthorized fires. Additionally, although the City, the CCCFCD, and the City of Concord have all previously installed metal fencing to restrict access to the area and prevent further accumulation of debris and potential damage, this fencing has proved insufficient, as individuals were able to bypass the barriers and, in some locations, began digging into the bridge abutment structure itself.
Caltrans has identified this activity as a potential threat to the structural integrity of the bridge, with safety consequences if left uncorrected. Caltrans’s February 2025 work recommendation is to fill in the erosion holes and prevent future erosion caused by unauthorized encampments.
Given the limitations of the existing fencing, the City determined that more substantial and durable structural solutions are necessary to permanently secure the area, protect the bridge infrastructure, and prevent recurrence of these public-health and safety hazards. The City contracted with ENGEO, a geotechnical consultant, to provide plans, specifications, and estimate (PS&E) for the project. The proposed improvements, including CMU walls, grouted rip-rap underneath the bridge deck, and secure access gates, will close off the vulnerable space beneath the bridge, restore the area to a clean and safe condition, and safeguard the structure going forward.
A portion of the improvements are within the City of Concord’s right-of-way, and the City of Concord will benefit from safety and access control modifications being constructed by the project. Staff has met with the City of Concord’s City Engineer and agreed upon Concord’s “fair share cost,” which equates to all the proposed base bid work within the City of Concord limits. A formal agreement between the City of Concord and the City of Pleasant Hill is currently being finalized and is anticipated to be considered by the Concord City Council on October 27, 2026.
Subsequent to approval by the City of Concord, the Pleasant Hill City Manager will execute the cooperative agreement.
Item 10.3
City Council Meeting Agenda - Page 78 of 97 - Monday, October 05, 2026 Environmental Review
The Monument Bridge at Canal Trail Project (No. 02-26) involves constructing CMU walls, installing grouted rip-rap, and installing secure steel access gates in areas currently occupied by existing fencing and previously disturbed ground. All improvements will occur within the same locations and rights-of-way where facilities already exist, and the project will not expand the physical footprint or operational capacity of the existing system. The work consists of the replacement, reconstruction, and minor alteration of existing public facilities for safety and accesscontrol purposes. Accordingly, the Zoning Administrator has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA), pursuant to California Code of Regulations, Title 14, Chapter 3, Sections 15301 (Class 1 – Existing Facilities) and 15302 (Class 2 – Replacement or Reconstruction), because the project replaces and improves existing structures without expanding use.
Analysis
The Notice Inviting Bids for the project was distributed to construction exchanges on July 31, 2026, and advertised in the Contra Costa Times on August 6, 2026. A total of eight bids were received and publicly opened and read on Wednesday, September 2, 2026, at 2:00 p.m. at City Hall.
In accordance with the project bid documents, the City will award the contract based on the lowest responsive and responsible total base bid. The table below summarizes the base bid amounts, with the lowest bid indicated in bold.
No. CONTRACTOR BID PRICE
1 FJ&I Engineering, Inc.* $179,680.00
2 BNO Builders, Inc. $220,000.00
3 Cowan & Thompson Construction, Inc. $238,632.40
4 Central Pacific Construction $267,000.00
5 Inder Design Build LLC $298,828.00
6 Kerex Engineering, Inc. $321,828.00
7 Frontline General Engineering Construction, Inc. $385,700.00 8 Valentine Corporation $493,369.00
The Engineer's Estimate (EE) for construction of this project is $250,000 for the base bid. The lowest bidder, FJ&I Engineering, Inc., submitted a bid of $179,680.00. Staff reviewed the top three bids and confirmed that all three came in below the Engineer's Estimate, reflecting a competitive Item 10.3
City Council Meeting Agenda - Page 79 of 97 - Monday, October 05, 2026 bidding environment. Based on this analysis, staff finds the bid prices favorable and reasonable, and the bid submitted by FJ&I Engineering, Inc. is acceptable.
FJ&I Engineering, Inc. has successfully completed the City's 2024 Storm Drain Maintenance Project and is currently performing the 2024 Storm Drain Repair Project on Shelly Drive and Ruth Drive. The firm has satisfactorily performed on its past and current contracts, consistently meeting City standards. Based on its experience, performance history, and demonstrated professional competency, staff has determined that FJ&I Engineering, Inc. is a responsible bidder.
FJ&I Engineering, Inc.'s bid proposal documentation is complete, and staff has determined that the firm is the lowest responsive and responsible bidder. Under public contracting requirements, the City Council must either award the construction contract to the lowest responsive, responsible bidder or reject all bids. Staff recommends that the City Council award the construction contract to FJ&I Engineering, Inc.
The bid proposal allocates project costs as $91,300.00 to the City of Pleasant Hill and $88,380.00 to the City of Concord, for a total base bid construction cost of $179,680.00. A construction contingency of 15 percent, or $26,952.00, is included, consistent with standard practice for this type of project. The total construction cost, including contingency, is $206,632.00.
FISCAL IMPACT
The project construction costs are funded as identified in the 2026-2031 CIP (CP-26-005) and summarized in the table below:
Project Revenues Project Expenditures
Gas Tax $118,252.00 Construction Cost $179,680.00
City of Concord $ 88,380.00 Contingency (15%) $26,952.00 Total $206,632.00 Total $206,632.00
The Engineering Division has confirmed with the Finance Division that sufficient funds will be available for this project at the time of construction.

SUBJECT: Commitment for Cost Share for the Monument Boulevard Bridge at Canal Trail Project (City of Pleasant Hill Project No. 02-25)
Dear Mr. Hung:
This letter confirms the City of Concord's commitment to provide funds for the cost of improvements within Concord’s city limits for the Monument Boulevard Bridge at Canal Trail Project (City of Pleasant Hill Project No. 02-25). The project is being performed by the City of Pleasant Hill and is located at the Monument Boulevard bridge at the City of Concord and City of Pleasant Hill border crossing Walnut Creek. This commitment reflects our shared dedication to enhancing the infrastructure and amenities for the benefit of our communities.
The project will provide surface stabilization and access control improvements beneath the Monument Boulevard Bridge abutment to protect the flood control channel and maintain stable grades. Work includes subgrade preparation, installation of an 8-inch riprap layer with grout, and construction of vertical barriers of prefabricated concrete barriers as needed to limit unauthorized access and enhance long term site stability. An agreement is required for the cost of the improvements for an amount up to $88,383 (including a $10,000 contingency). This amount reflects Concord’s fair share of all work within Concord City Limits on the east side of the creek.
The agreement will go before the Concord City Council in October 2026 for adoption and allocation of funds. After the City Council adopts the agreement, the City of Concord and the City of Pleasant Hill will enter into a formal agreement for the reimbursement of the City of Pleasant Hill for the improvements described above.
We look forward to the continued progress and successful outcome of the Monument Boulevard Bridge at Canal Trail Project. Thank you.
Sincerely,
Carlton Thompson, PE
City Engineer
