A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL

AWARDING A CONSTRUCTION CONTRACT FOR THE MONUMENT BRIDGE AT CANAL TRAIL PROJECT NO. 02-26 AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSTRUCTION CONTRACT WITH FJ&I ENGINEERING, INC.

WHEREAS, the Citywide Bridge Maintenance Program, which funds the implementation of recommended bridge repairs needed to maintain a reliable transportation system, is a funded project in the approved FY 2026-2031 Capital Improvement Program, and the construction costs of the Monument Bridge at Canal Trail Project No. 02-26 are funded as identified therein (CP-26-005); and
WHEREAS, the area beneath the Monument Boulevard bridge has experienced significant accumulations of garbage and debris associated with prolonged unauthorized encampment activity, creating elevated public health and safety risks, including mosquito breeding, rodent activity, and decomposition hazards; and WHEREAS, the California Department of Transportation (Caltrans) inspected the bridge in February 2025 and identified damage to the bridge girders due to fires, as well as digging into the bridge abutment structure by individuals who bypassed existing metal fencing installed by the City of Pleasant Hill, the Contra Costa County Flood Control District, and the City of Concord; and
WHEREAS, Caltrans identified the digging activity as a potential threat to the structural integrity of the bridge and recommended filling the erosion holes and preventing future erosion caused by unauthorized encampments; and
WHEREAS, the existing fencing has proved insufficient to restrict access to the area and prevent further accumulation of debris and potential damage, and the City has determined that more substantial and durable structural improvements are necessary to protect the bridge infrastructure and prevent recurrence of these public health and safety hazards; and WHEREAS, the Monument Bridge at Canal Trail Project No. 02-26, for which the City contracted with ENGEO to prepare plans, specifications, and estimate, provides for the construction of CMU walls, installation of grouted Caltrans Class I rip-rap, and installation of secure steel access gates beneath both sides of the Monument Boulevard bridge along the flood control channel, together with associated demolition, earthwork, traffic control, and environmental protection work; and
WHEREAS, a portion of the proposed improvements is within the City of Concord's right-of-way, and the Cities have agreed that Concord's fair share cost equates to all of the base bid work within the City of Concord limits, as set forth in a cooperative agreement between the City of Concord and the City of Pleasant Hill; and WHEREAS, the cooperative agreement between the City of Concord and the City of Pleasant Hill is currently being finalized and is anticipated to be considered by the Concord City Council on October 27, 2026; and
WHEREAS, the Monument Bridge at Canal Trail Project No. 02-26 is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to Title 14, California Code of Regulations, Chapter 3, Section 15301 (Class 1 exemption for operation, repair, maintenance, or minor alteration of existing facilities) and Section 15302 (Class 2 exemption for replacement or reconstruction of existing structures and facilities with no substantial increase in capacity), as determined by the Zoning Administrator; and
WHEREAS, the Notice Inviting Bids for the project was distributed to construction exchanges on July 31, 2026, and advertised in the Contra Costa Times on August 6, 2026; and WHEREAS, on September 2, 2026, at 2:00 p.m., eight sealed bids for the Monument Bridge at Canal Trail Project No. 02-26 were publicly opened and read at City Hall; and WHEREAS, the Engineer's Estimate for the base bid is $250,000.00, and the lowest bid, submitted by FJ&I Engineering, Inc. in the amount of $179,680.00, falls below the Engineer's Estimate; and
WHEREAS, the bid allocates project costs of $91,300.00 to the City of Pleasant Hill and $88,380.00 to the City of Concord, and a construction contingency of 15 percent, or $26,952.00, is included, for a total construction cost of $206,632.00; and WHEREAS, the Engineering Division has confirmed with the Finance Division that sufficient funds will be available for the project at the time of construction; and WHEREAS, City staff has determined that FJ&I Engineering, Inc. submitted the lowest responsive and responsible bid.
