TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO.___-26 AUTHORIZING THE MAYOR AND
THE CITY MANAGER TO EXECUTE A SUCCESSOR MEMORANDUM
OF UNDERSTANDING AND APPROVING THE ACCOMPANYING
SALARY SCHEDULE FOR THE LOCAL 1/AFSCME BARGAINING UNIT
SYNOPSIS
Adoption of the proposed resolution would authorize the Mayor and City Manager to execute the successor Memorandum of Understanding (MOU) between the City of Pleasant Hill and the Local 1/AFSCME (Local 1) bargaining unit.
DISCUSSION
Background
A bargaining team comprising IEDA Consultant Greg Ramirez and the City’s Chief Human Resources Officer negotiated with representatives of Local 1 in good faith to reach agreement on a successor memorandum of understanding (MOU). The parties began meeting on April 6, 2026, prior to the most recent MOU expiring on August 30, 2023. After numerous productive negotiation sessions the parties successfully reached a tentative agreement on Wednesday, September 23, 2026.
The Local 1 membership held a ratification vote on Wednesday, September 30, 2026, and the tentative agreement was approved by the membership.
Analysis
The City has negotiated, in compliance with the Meyers-Milias-Brown Act (MMBA) and all other applicable requirements, to reach agreement with Local 1 on a new MOU that meets the interests of both parties. The following are the noteworthy changes in the proposed MOU relative to its predecessor:
Change in term to September 1, 2026 through August 30, 2029 Annual cost of living adjustment (COLA):
o 3.50% effective September 1, 2026
o 3.50% effective September 1, 2027
o 3.75% effective September 1, 2028
• Increase to Retiree Health Savings Account (additional $50/month) • Increase to Pesticide Certificate pay (up to 2.5%)
• Increase to Protective Apparel allowance (additional $50/annually) • Restructured Standby time pay and eliminated Comp Time Off (CTO) pay as an option
FISCAL IMPACT
The adoption of the proposed resolution authorizing the execution of the MOU between the City and Local 1 will increase the City’s costs by approximately $83,679.46 in salaries and benefits for the life of the contract over assumptions. The FY 26-27 budget will be increased by $27,500.00 to account for these changes and the other agreed upon changes will be incorporated in the next biennial budget.
