CITY COUNCIL SPECIAL MEETING MINUTES
April 18, 2023
CALL TO ORDER
Mayor Brown called the meeting to order at the hour of 5:30 p.m. from the City Council Chamber located at 200 Old Bernal Ave.

Present: Councilmembers Arkin, Balch, Nibert, Testa, Mayor Brown
Absent: None
PUBLIC COMMENT
Mayor Brown opened public comment. The following individuals provided comment: Louis Astbury, Andrew Lambert, Tadashi Yamaoda.

BUDGET WORKSHOP
Finance Director Susan Hsieh presented the fiscal years 2023/ 24 and 2024/ 25 preliminary budget.
City Councilmembers provided feedback to staff on the recommendations regarding the preliminary General Fund budget projections, the Reserve Policy, four- year preliminary Capital Improvement Program, City' s Work Plan for fiscal year 2023/ 24.
