Mayor Balch called the Closed Session Special Meeting of the City Council to order at the hour of 6:15 p.m. from the City Council Conference Room located at 200 Old Bernal Avenue.

Absent: None.

Mayor Balch opened public comment. There being no speakers, Mayor Balch closed the public comment.
