CALL TO ORDER
Chair Balch called the Special Meeting of the Geologic Hazard Abatement Districts to order at the hour of 6:55 p.m. from the Council Chamber located at 200 Old Bernal Avenue.

Present: Boardmembers Eicher, Gaidos, Nibert, Testa, Chair Balch
Absent: None.
1. Public Comment - Comment is limited to items listed on the agenda.
Chair Balch opened public comment. There being no speakers, Chair Balch closed the public comment.
CONSENT CALENDAR
MOTION: It was m/s by Nibert/Testa to approve the consent calendar as recommended. Motion passed by the following vote:

Absent: None
2. Approve a professional services agreement with ENGEO to monitor the Geologic Hazard Abatement Districts (GHADs) for Laurel Creek, Moller Ranch, Lemoine Ranch, and Oak Tree Farm
Recommendation:
1. Convene as the Board of Directors for the Laurel Creek, Moller Ranch, Lemoine Ranch, and Oak Tree Farm GHADs.
2. Approve and authorize the City Manager to enter into a professional services agreement with ENGEO for a total of $132,032 for a five-year term for annual GHAD monitoring.
3. Authorize the Director of Public Works, or authorized staff, to approve and execute contract amendments to the agreement for the not to exceed amount of $13,203 (10 percent of the agreement amount) if deemed necessary by staff during the five-year term for work outside the scope of services.

PUBLIC HEARINGS AND OTHER MATTERS
3. Adopt resolutions approving the 2025/26 Annual Assessments for the Geologic Hazard Abatement Districts (GHADs) for Laurel Creek, Moller Ranch, Lemoine Ranch, and Oak Tree Farm
Recommendation: Adopt Resolution Nos. GHAD 25-153, 25-154, 25-155, 25-156, approving the annual assessments according to the Engineer’s Reports for the Geologic Hazard Abatement Districts (GHAD) for Laurel Creek, Moller Ranch, Lemoine Ranch, and Oak Tree Farm.
This procedure requires the Board of Directors to:
1. Convene as the Board of Directors for the Laurel Creek, Moller Ranch, Lemoine Ranch, and Oak Tree Farm GHADs.
2. Open and conduct a public hearing to hear protests regarding the levy of annual assessments for each of the GHADs according to the Engineer’s Reports approved at the May 20, 2025, board meeting, making modifications or adjustments if deemed necessary by the Board.
3. Adopt a resolution confirming the assessments and order that the amount of the assessments be levied against each property within the GHADs for the costs to operate the GHADs.
4. Direct the Clerk of the District to record a Notice of Assessments.
5. Appropriate the following amounts to fund assessments for City-owned properties:
