7. Draft EIR for the East Pleasanton Specific Plan. The Draft Environmental Impact Report (EIR) for the East Pleasanton Specific Plan analyzes potential environmental impacts that would have resulted from adoption of the Specific Plan.

8. East Pleasanton Fiscal Impact Analysis. Prepared in 2025, analyzes the net fiscal impacts of the proposed Arroyo Lago, East Lakes, and Parcel H development on the City’s General Fund.

34 Public Service Facilities
Recommended Policy Questions:
• What is the preferred future of the existing OSC and waste transfer facilities? • Should these existing facilities be relocated? If so, where? 35 Infrastructure and Circulation
• East Pleasanton development will require on-site and off-site infrastructure improvements
• On-site infrastructure funded and constructed by developer • City expectations:
• Off-site water and wastewater infrastructure funded entirely by new development. • New roadway construction, including El Charro Road, funded by both new development and City

37 Infrastructure and Circulation
• Economic analysis for East Pleasanton Specific Plan found preferred land use alternative economically feasible only with:
• Accelerated unit production; and
• Plan changes to increase land values
• Analysis assumed:
• Developers fund and construct shared public infrastructure • Mello-Roos Community Facilities District (CFD) bond used to finance project wide infrastructure.
38 Infrastructure and Circulation
Recommended Policy Questions:
• What mechanisms should the City use to finance public infrastructure in the EPPF study area?
• What amount and type of new development is needed so that it is economically feasible for development projects to finance needed public infrastructure? • Should the City allow additional development in East Pleasanton to help finance El Charro Road?
39 Requested Input
