Mayor Balch called the closed session special meeting of the City Council to order at the hour of 6:38 p.m. from the City Council Conference Room located at 200 Old Bernal Avenue.

Absent: None.
PUBLIC COMMENT
Mayor Balch opened public comment. There being no speakers, Mayor Balch closed the public comment.
ADJOURN TO CLOSED SESSION
