This supplemental memorandum provides an update on the status of Item 8: Developer Public Benefit Contribution, among the key terms of the Pre-Annexation and Development Agreement (PADA), and on the timing for the Alameda County Planning Commission hearing to consider approval of the Arroyo Lago project.
PADA Key Term 8
The Agenda Report (page 7 of 10) indicates that the City and the Developer were not in agreement with respect to the amount of the public benefit contribution towards design and construction of El Charro Road, with the Developer offering $2.25 Million, and City staff instead recommending a $3 Million payment.
Since publication of the Agenda Report, the Developer has revised their position to agree with staff’s recommendation, and to offer a $3 Million public benefit contribution. This amount would be in addition to Transportation Impact Fees (TIF), and the costs to construct required frontage improvements of Busch Road.
Alameda County Planning Commission Hearing Date
At the time of publication of the Agenda Report, the Alameda County Planning Commission had set October 20 as the date of the continued public hearing to consider certification of the project EIR and approval of the project. Staff was advised last week by the County that the hearing has been rescheduled to November 17, 2025.

Comments Not all funding sources are the same. Bike/Ped sources, like Safe Routes to School, can only be spent on bike/ped projects. Only a small fraction of the WLP project is for bike/ped. Each item of cost should be broken down into bike/ped and non-bike/ped by the vendors. The money should also be identified as bike/ped-only, if that's the case.
Council should be aware of these details. It is not evident in the agenda packet.

Comments Dear Mayor and City Council Members,
We all understand that Pleasanton is facing financial challenges. The City is cutting services and deferring maintenance just to balance its budget. So before we commit to a costly new development agreement, we must ask one simple question: What part of this project will current residents be paying for and at what is the cost financially and to the quality of the life in Pleasanton.
City studies and fiscal analyses across the Bay Area have shown again and again that new residential development rarely pays for itself. The long-term cost of new infrastructure, water systems, police and fire service, and street maintenance almost always exceeds the revenue generated by new property taxes. In a cash-strapped city, that means Pleasanton taxpayers will end up subsidizing this project for decades. I am not opposed to annexation of the county property but mainly concerned about the numbers of residential units already being proposed for the area, if they will increase our affordable housing numbers and the actual costs to the current residents whose fees for maintaining a home in Pleasanton rises with every election. Additionally the 48 Junior ADU’s proposed for the site do not require a bathroom so the homeowner couldn’t rent these out for affordable housing yet they would allow the developer to get out of paying $9 million in affordable housing fees to the City.
The Arroyo Lago site also sits at the far eastern edge of Pleasanton, adjacent to sensitive environmental areas managed by Zone 7 Water Agency. The proposal for an extension road from Stanley Boulevard to El Charro Road—a critical access point for this project—has already been opposed by Zone 7 because it would directly impact the lakes that feed our drinking water aquifers. The extension of El Charro road alone is estimated to cost $110 million, and there’s still no clear plan for who will pay for it. The developer is purposing to only contribute $2.5 million which is a mere drop in the bucket towards very costly road.
Beyond the cost, this area was not included in the last Pleasanton State Housing Element precisely because of its environmental sensitivity, infrastructure challenges, and distance from major transit corridors. This is not where Pleasanton’s largest housing development should go.
The East Pleasanton area was historically zoned light industrial, providing local jobs and a steady revenue base without the high service costs of residential development. The original proposal for senior housing on this site was a much lower-impact concept—one that aligned better with the community’s needs and the City’s financial realities.
Before moving forward, I urge the Council to ask:
What is the true cost to current residents?
And what happens if we simply keep this land as light industrial and benefit from the original land-use vision instead?
Pleasanton doesn’t need to expand at any cost. We need to grow wisely, protecting both our finances and our natural resources.
Thank you for your continued work with residents to understand our concerns on this and other upcoming development proposed for the area and its impact on those who reside here.

My name is Kanwar Sunny Gulati, and I have proudly called Pleasanton home for the past five years. I’m writing to express both my deep appreciation and sincere concern regarding the city’s current permitting process.
Before I go further, I want to acknowledge that this letter is as much a compliment as it is a complaint. The progress made under Mayor Balch’s leadership has been remarkable. His business-minded approach and focus on efficiency are exactly what Pleasanton needs to continue evolving into a thriving, financially sustainable city. I sincerely thank him for his commitment and encourage all Council members and staff to follow his example in making Pleasanton a model of smart governance and resident-centered service.
Two years ago, I purchased a lot in Pleasanton with the dream of building my forever home. Before committing to such a major investment, I met with city officials, presented my proposed plans, and sought guidance to ensure compliance and feasibility. At that meeting, I was reassured that my plans appeared sound and ready for submission.
Unfortunately, after formally submitting my application and spending over a year diligently addressing every comment from multiple city departments, including repeatedly resubmitting information already provided, I was met with more than 20 pages of additional comments. Many of these contradicted earlier guidance and created confusion and frustration.
To make matters worse, the estimated project fees suddenly increased from approximately $180,000 (already higher than most comparable cities nationwide) to nearly $600,000. This unexpected escalation placed me in an extremely difficult position: either take on significant debt or abandon the project entirely, along with the $78,000 I had already invested. I was close to walking away until Jack personally stepped in to help reevaluate and guide his team to see whether the project could still be made viable. For that, I am deeply grateful.
Most of the staff I have interacted with are wonderful, experienced, and genuinely eager to help. However, they are bound by a collection of unique and unnecessary rules, rules whose purpose or benefit no one seems to fully understand. Instead of facilitating progress, these rules often create needless hurdles for residents and discourage investment. For years, no one seemed willing to challenge or change them. But with the city’s new leadership, I am hopeful that this will finally shift. Someone within this team now clearly understands that we cannot achieve different results by repeating the same actions.
Still, my experience highlights systemic issues in the city’s permitting process, specifically, a lack of transparency, consistency, and predictability. These challenges don’t just affect one homeowner; they discourage potential investors and residents from contributing to Pleasanton’s growth.
I respectfully urge the City to continue refining its permitting system to make it more clear, fair, and efficient. Setting consistent expectations from the outset, improving interdepartmental coordination, and maintaining predictable fee structures would go a long way toward rebuilding public trust and encouraging responsible development. Pleasanton is a wonderful city with incredible potential, let’s not allow overly burdensome processes or excessive fees to drive away those who want to build and invest here.
