CALL TO ORDER
Mayor Balch called the Special Meeting Closed Session of the City Council to order at the hour of 2:03 p.m. from the Council Chamber located at 200 Old Bernal Avenue.

Present: Councilmembers Eicher, Gaidos, Nibert ( teleconference), Testa, Mayor Balch
Absent: None.
1. Public Comment
Mayor Balch opened public comment. There being no speakers, Mayor Balch closed the public comment.
ADJOURN TO CLOSED SESSION
2. CONFERENCE WITH LEGAL COUNSEL— ANTICIPATED LITIGATION Initiation of litigation pursuant to paragraph ( 4) of subdivision ( d) of Gov' t Code Section 54956. 9: 1 potential case
REPORT ON CLOSED SESSION
The City Council gave conditional direction to initiate an action. The action and other particulars shall, once formally commenced, be disclosed to any person upon inquiry.
