Item #1
CITY COUNCIL AGENDA REPORT
March 3, 2026
Community and Economic Development
TITLE: ADOPT A RESOLUTION APPROVING THE SUBSTANTIAL AMENDMENT TO THE FY 2025/26 ANNUAL ACTION PLAN FOR THE USE OF FEDERAL
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS AND APPROVE RELATED BUDGET AMENDMENTS IN THE CDBG FUND (FUND 123)
SUMMARY
Pleasanton has been awarded $381,455 in federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for fiscal year 2025/26. This follows HUD’s approval of the City’s Annual Action Plan for FY 2025/26 which outlines the City’s fiscal year programs and projects that would be funded with federal CDBG funds. This report summarizes a proposed Substantial Amendment to the FY 2025/26 Annual Action Plan to allocate an additional $224,630 in CDBG funds to support the Tri-Valley Haven Shiloh Rebuilding project that will construct a new domestic violence shelter. The City Council received a report on the status of the Tri-Valley Haven project on December 16, 2025, and at that time directed staff to prepare the substantial amendment to the Action Plan to formally reflect the new funding allocation.
RECOMMENDATION
1. Adopt the resolution approving the Substantial Amendment to the FY 2025/26 Annual Action Plan.
2. Adopt the resolution approving related budget amendments in the CDBG fund (12330701-433165-24902) for fiscal year 2025/26.
3. Approve and authorize the City Manager to execute the attached Third Amendment to the agreement with Tri-Valley Haven for the Shiloh Rebuilding project.
BACKGROUND
Since 1994, the City of Pleasanton has administered federal Community Development Block Grant (CDBG) funds received from the U.S. Department of Housing and Urban Development (HUD). The CDBG program annually provides formula “entitlement” grants to states and local governments with populations greater than 50,000, such as Pleasanton. Pleasanton’s federal CDBG allocation for fiscal year (FY) 2025/26 is $381,455. CDBG regulations require Pleasanton to allocate $224,630 of these funds to a capital project; however, such allocation has not yet been made this fiscal year since the City did not receive any applications for capital projects in the most recent Housing and Human Services Grant (HHSG) application process.
After the close of the HHSG grant process, staff identified an eligible capital project, Tri-Valley Haven’s Shiloh Rebuilding project, as having a funding gap that the CDBG funds could help close. Staff therefore recommends allocating additional CDBG funding to Tri-Valley Haven, which requires a Substantial Amendment to the City's FY 2025/26 HUD Annual Action Plan.
Staff provided an update to City Council on December 16, 2025, outlining the recommended additional funding for the Tri-Valley Haven project, and the City Council directed staff at that time to proceed with drafting the Substantial Amendment for formal review and approval. At the same meeting, the City Council separately approved allocation of $228,805 in State Permanent Local Housing Assistance (PLHA) funds to the project for the purpose of funding interim housing for shelter residents during construction of the new shelter.
DISCUSSION
Additional CDBG funds to Tri-Valley Haven’s Shiloh Rebuilding Project Tri-Valley Haven is currently constructing a new 45-bed domestic violence shelter. The cities of Dublin, Livermore, and Pleasanton have been collaborating to assist Tri-Valley Haven with this project since 2023. The City has already allocated $500,000 in CDBG funds - $250,000 in FY 2023/24 and another $250,000 in FY 2024/25 – to this project.
The project is progressing. The demolition of the old buildings was completed in September 2024, a contractor has been selected, and construction commenced in December 2025.
However, the project currently has a $1.5 - $2 million funding gap. Tri-Valley Haven has $9.6 million committed with a total project budget of an estimated $11.4 million.
Action Plan Amendment
The City’s HUD-required Citizen Participation Plan is critical in ensuring that Pleasanton residents are provided the opportunity to provide input and comment on the 5-Year Consolidated Plan and Annual Action Plans that outline how the City plans on using CDBG funds to address community development needs throughout the City. It also provides the following criteria for Substantial Amendments to the Action Plan:
• Changes in the use of CDBG funds from one eligible activity to another shall constitute a substantial amendment, subject to the requirements set forth under Section VIII of the Citizen Participation Plan.
Consequently, the HUD-approved FY 2025/26 Annual Action Plan is being amended to allocate $224,630 of currently unallocated CDBG capital project funds to Tri-Valley Haven.
The Substantial Amendment to the FY2025/26 Annual Action Plan provides the City with the opportunity to offer the Shiloh Rebuilding project additional financial support. The additional CDBG funds will contribute to closing Tri-Valley Haven’s current funding gap. Tri-Valley Haven is conducting fundraising and pursuing other avenues to help address the remaining gap.
Staff recommends that the City Council review the attached Draft Substantial Amendment to the FY 2025/26 Annual Action Plan, hear any public testimony regarding the Draft Action Plan Amendment and approve its submission to HUD for review and approval.
EQUITY AND SUSTAINABILITY
The HHSG program, which encompasses the allocation of federal CDBG funds, provides grant funds to non-profit agencies to deliver direct programs and services to benefit low-income Pleasanton residents, those who are unhoused or at risk of becoming unhoused, and those with special needs. Providing these grant funds helps those populations remain a part of the Pleasanton community and provides them with support and assistance. Funding the Tri-Valley
Haven project will support completion of this critical facility that provides shelter for victims of domestic violence and their families from throughout the Tri-Valley, including residents from Pleasanton.
OUTREACH
A Notice of Public Hearing for the March 3, 2026 City Council meeting to review and approve the Draft Substantial Amendment to the FY 2025/26 Annual Action Plan was published in the locally circulated newspaper The Valley Times on January 30, 2026. The Draft Action Plan Amendment has been available for review and public comments for the required 30-day public comment period (January 30 through March 3, 2026) as required by the City’s HUD Citizen Participation Plan. The City has also solicited public comments from City subrecipients, other agencies and those on the City’s CDBG distribution list.
STRATEGIC PLAN ALIGNMENT
These actions advance the following Citywide goals and strategies:
ONE Pleasanton Citywide Strategic Plan:
• Building a Community Where Everyone Belongs, Strategy 3 – Implement high priority items from the Library and Recreation Strategic Plan to continue to deliver activities and programs that meet the needs and interests of the community.
• Building a Community Where Everyone Belongs, Strategy 12 – Implement the results of the Human Services Needs Assessment and streamline housing, human services, and community grant programs to increase program participation and access.
FISCAL IMPACT
The allocation of $224,630 federal CDBG funds to the Tri-Valley Haven Shiloh Rebuilding project (12330701-433165-24902) will not have a direct fiscal impact on the City’s General Fund, as the City has already been allocated $381,455 in CDBG funds for FY 2025 (2025/26), and CDBG regulations require that the City allocate these funds to an eligible capital project.

Table 2 – Goals Summary
5 AP-35 Projects - 91.420, 91.220(d)
The CDBG -eligible activities that would be funded with the unallocated $224,630 CDBG funds would be identified in the City’s proposed Amendment to the FY 2025/26 HUD Annual Action Plan.
As required by CDBG regulations, the proposed activities will meet the National Objective of benefitting low- and moderate-income persons.
Introduction
This section of the Action Plan includes the programs and activities which the City of Pleasanton will carry out to implement its Housing and Community Development Strategic Plan during FY 2025/2026.
This section describes individual activities to be funded with FY 2025/26 Community Development Block Grant (CDBG) funding. The City’s use of HOME funding is addressed separately under the County’s section of the Consolidated Plan.
There are four (4) types of projects eligible for CDBG funds: capital improvement projects, economic development, housing, and public services. To be eligible for CDBG funding, projects must meet at least one (1) of HUD's national objectives: 1) to benefit low/moderate-income people; 2) to prevent or eliminate slums and blight; and 3) to meet an urgent community development need.
CDBG-funded projects must also pass the low- and moderate-income benefit test. A project meets this standard if at least 51% of the beneficiaries have low-moderate incomes (i.e., incomes at or below 80% of Area Median Income) or if the project benefits an area (e.g., census tracts, service area, neighborhood, etc.) with a majority of low-moderate income people. Funded projects are required to document the income levels of persons and households receiving these services.
For FY 2025/2026, the City is proposing to allocate its unallocated FY 2025/2026 CDBG funds in the following eligible funding categories: Public Facilities.
