Regular Meeting

Agenda Item #8: Adopt Resolutions preliminarily approving Engineer’s Reports and ordering Proposition 218 Assessment Ballot Proceedings for the Ponderosa-Del Prado Landscape Maintenance District 2026-1 and Bonde Ranch Landscape Maintenance District 2026-2; and setting July 21, 2026, at 7:00 p.m. for the public hearing

1. How many people attend the LMD information meetings?

A. Typically, there is a range of 10 to 25 property owners at each meeting (three meetings total for each district).

Agenda Item #12: Receive an update on the Police Department's operations, services and activities

2. Please clarify how response time and dis patch time are considered in discussion with General Plan guidelines.
a. Approximately how much time is between answer to dispatch? If netted in and accounted for, would we meet the General Plan goal of 4 minutes? What are the biggest factors preventing us from meeting the 4 minute goal? A. The previous reporting of response times did not include answer to dispatch time. The response was calculated from dispatch to on-scene.

Current data includes answer to on-scene. The previous years’ answer to dispatch time would average to (2022-2:46), (2023-2:07) and (2024-2:10)

The four-minute goal (emergency response) is typically not possible without responding as a “Code 3” (lights and sirens). As discussed, previous data measured Priority 1 calls, which are not necessarily Code 3/Emergency Response. While we do not have a full year of Code-3 response, the on-scene time of a true emergency response is typically under four minutes.

b. Is the General Plan goal needing to be refined (expectations refined) in light of new reporting granularity?
A. The General Plan Policy 27 states "[s]trive for a response time of an average of four minutes for emergency calls, and sixteen minutes for general service calls." If we are measuring actual emergency response, we would typically be under the four minute goal.

2 3. Clearance Rates:
a. How do our clearance rates compare to other similar cities or the national average?

A. FBI clearance rates for 2025 within the National Incident-Based Reporting System (NIBRS) are not yet available, and Pleasanton did not use NIBRS in 2024, so no comparisons are available.

b. What factor can influence whether a case is ultimately cleared? With respect to clearance, NIBRS recognizes two methods: clearance by arrest and clearance by exceptional means, but the reporting is more specific and tied to the incident.

A. To report an offense as cleared by arrest in NIBRS, law enforcement must:
 Identify at least one offender;
 Take that person into custody or otherwise formally charge them; and
 Turn the offender over for prosecut ion, whether by arrest, citation, or summons, depending on the circumstances and applicable law.

To report an offense as cleared by exceptional means in NIBRS, all of the following must be true:
 The investigation has definit ively identified the offender;  There is enough information to support an arrest and charge;  The exact location of the offender is known so an arrest could be made; and
 Some reason outside law enforcem ent control prevents the arrest, such as death of the offender, extradition denial, the victim’s refusal to cooperate or prosecution declined for reasons other than lack of evidence.

In short, Uniform Crime Reporting (UCR) measured clearances broadly by offense category, while NIBRS requires incident-specific documentation and stricter reporting detail on how a case was cleared. This makes NIBRS more precise and useful, but also more demanding in documentation and reporting accuracy.

While all the above is required, clearances can happen in different years.

If a crime occurs in August 2025 and is not cleared until February, it will

3 count in the next year’s data. In prior years, cases forwarded to the District Attorney’s (DA’s) office would be cleared immediately. Through NIBRS, the case will only be cleared if/when the above standard is met.

4.Officer Initiated:
a. Hearing about the special focus is gr eat. It’s interesting that the number is notably off (~1/2) the 2022 levels, which were in the pandemic (or tail end). Is there a reason why, or more detail regarding what we should be expecting as an average or expected level?

A. The activity levels we saw in 2022 are generally consistent with historical norms for the department. The lower levels observed in 2023 and 2024 were primarily due to staffing challenges, including reduced patrol personnel, the temporary collapse of the motor unit, and a workforce with limited tenure.

Throughout 2025, the department prioritized recruiting and onboarding new officers, as well as reinforcing core competency training to ensure our personnel are confident, capable, and well-prepared to serve the community, resulting in an increased number of traffic stops. As staffing stabilizes and officer experience grows, we anticipate a gradual return to proactive activity levels that align with pre-pandemic averages over the next several years.

b. Where does e-bike enfor cement get reported or captured? See the 4 tows, but how many other types of enforcement?
A. E-Bike enforcement has not been specifically captured. PPD has participated in focused enforcement. Kids often flee on the bikes, and PPD will not chase. There will be more opportunities for focused enforcement when the drones come online.

PPD is watching the current case out of Contra Costa County to see how it might impact parental responsibility.

5. How do our response times compare to Dublin and Livermore? Do those agencies define response time in the same way we do?
A. City of Dublin Priority 1 response is 7:05 minutes
City of Livermore Priority 1 response (pending information)

Total Department Holds 2024 172
Total Department Holds 2023 165
Total Department Holds 2022 186

Comments Requesting to have 36 inch flexible Delineator Posts permanently installed on Santa Rita Frontage Road starting at the section of the road from the Exit of Alisal Elementary School and ending at the crosswalk/stop sign where SRFR meets the entrance to Alisal. This would be a length of approximately 50 feet of road to place the Delineator Posts in the middle of the double yellow line that separates traffic in both directions.

The rational behind this is that during school drop off at 8 AM and 9 AM, cars between the school exit and entrance on SRFR will cross the double yellow line (passing up stopped cars in front of them at the stop sign) to turn left into the school entrance. This happens frequently as cars in front of the stop sign are also stopped waiting for the green light on Black Ave/Santa Rita Rd. This is a safety issue as students are entering in the crosswalk coming from Santa Rita Road, and the passing cars have a blind spot to the students entering the crosswalk.

If the City approves this request, the installation timeframe may be best in late July 2026 prior to the start of the new school year on August 13th.

I have uploaded a screenshot of the area and an orange highlight on the proposed section to install the delineators. Thanks for your consideration in this request.
