Discuss Current Ad Hoc Committees and Creation of Advisory Committees
RECOMMENDED ACTION

ANALYSIS
Over the years, the City has appointed several Ad Hoc Committees. Ad Hoc Committees are commonly used in municipal government; they are usually appointed by the Mayor to evaluate and report on a particular issue or subject relevant to that committee. Once that committee has completed its work, the committee is typically disbanded. Ad Hoc Committees are temporary. Over the last few years, the City Council has formed six Ad Hoc Committees.
Currently, two are active: The Veterans Building/Coastal Seniors Ad Hoc of Barbara Burkey and Anna Dobbins charged with developing a Memorandum of Understanding between the City and Coastal Seniors, as well helping oversee the Veterans Building Feasibility Study. The other active committee is the Parks & Open Space Ad Hoc Committee of Barbara Burkey and previously Olivia Ford before her resignation. The committee was charged with developing plans to utilize the State Park Per Capita grant.
Two other Ad Hocs are currently inactive: the Signs Ad Hoc Committee of Scott Ignacio and Anna Dobbins was charged with implementing a directional sign at Iverson & Main and revising the Sign Ordinance. The other inactive committee is the AC TOT Ad Hoc Committee of Scott Ignacio and Anna Dobbins which was charged with developing an application for funding from the Measure AC TOT fund (complete) and approving applications for funding. Neither of these committees have met in some time.
An additional two committees have completed their work: the Transition Committee of Barbara Burkey and Richey Wasserman charged with hiring a new City Manager and the Pier Committee of Richey Wasserman and Jonathan Torrez which disbanded when neither Councilmember ran for reelection.
Advisory committees, on the other hand, are ongoing committees that exist to make routine and regular recommendations on a specific subject matter. They generally survive resolution of any one issue or matter and are a regular part of the governmental structure. Advisory Committees are typically comprised of one or two Councilmembers and members of the public.
As was seen from the experience with the Arena Cove Parking Lot Project, there exists a sizeable population outside the City limits that wish to have their voice heard on matters not specific to one jurisdiction, such as Arena Cove & the Pier. Advisory Committees do not have to be comprised solely of residents of the city. Interested people in the surrounding community could participate and provide recommendations to the City Council for implementation.
The question before you tonight is which Ad Hoc Committees you wish to continue and which, if any, should be disbanded. Additionally, staff is requesting direction from the Council on whether to explore Advisory Committees and report back with a proposal at the next City Council meeting.
