Dear Mr.Zabinsky,
Here is Point Arena's 2021 annual report. The report includes summaries of monitoring data and system work. Also included is the annual flow meter certification.
The discharge limits for the plant are; B.O.D., Monthly Average of 50, Daily Maximum, 80, Suspended Solids: Monthly Average 50, Daily Maximum 80:Settleable Solids: Monthly Average 0.1, Daily Maximum 0.2, Coliform Bacteria Monthly median Most probable number of 23, daily maximum 230.
The Point Arena Treatment Plant was in/out of compliance in the following manner:
January 2021: The plant complies of all discharge requirements February 2021: The plant complies of all discharge requirements March 2021: The plant complies of all discharge requirements April 2021: The plant complies of all discharge requirements May 2021: The plant wasn't in compliance of all discharge requirements. We exceeded our "TSS" limit. Our limit is: 50 mg/l average for each month. Our monthly average for this month was 59.75 mg/l. We experienced a rapid Algae bloom in our lagoonland this has caused us to exceed our limit. We sprayed the Algae with June 2021: The plant complies of all discharge requirements July 2021: The plant wasn't in compliance of all discharge requirements. We exceeded our ISS and Coliform monthly average. I have been struggling to keep algae out of our Lagoon's. This is what I feel is the reason for high TSS and Coliform. I also believe the lab messed up on the week we had 1600 MPN of coliform, as we haven't had a high coliform in so long. And our Influent doesn't even have 1600 MPN of Coliform in it.
August 2021: The plant wasn't in compliance of all discharge requirements. Our TSS" wasn't in compliance due to Algae bloom, been struggling with Algae since May 2021. We are seeing Duckweed return now and the "TSS" is slowly going down each week. Duckweed is slowly killing the Algae off.
September 2021: The plant wasn't in compliance of all discharge requirements.
Still dealing with the remains of the "Algae". We went from 87.25 mg/l average down to
53.6 mg/l average this month. So it's going down and we are keeping the duckweed on the lagoon to reduce the Algae growth and false TSS.
October 2021: The plant complies of all discharge requirements.
November 2021: The plant complies of all discharge requirements.
December 2021: The plant complies of all discharge requirements.
Collections: We performed Collection System Cleaning; we jetted all the mainlines in the system. This is done two to three times a year in order to reduce SSO's, also helps to assist in predicting when each section of the collection system needs to be serviced based on prior action and SSO history. We didn't have any SO's in 2021. We have been Jetting Monthly on spots we have had prior problems with.
Treatment: Our treatment process has been working well. We weren't in compliance with all samples for the year. We struggled for a bit on our "TSS" monthly average due to Algae bloom in our lagoon. We killed it, by spraying Pondzilla/Clippers on it a few times. Finally, we had duckweed start to return and numbers are going down and down. The plant is running smooth again.
Discharge: The treatment plant's effluent is pumped to four percolation ponds south of the treatment plant. These ponds are maintained by yearly breaking up of the sand and gravel mixture in the bottom of the ponds with a single tooth harrow that breaks the bottom to a depth of 2'6". We performed this routine maintenance on the ponds in June and July of 2021. We also perform weed control with mower's and weed whackers threw out the year.
Soldani Spring box has no flow; if and when it starts to flow, we will resume testing.
I certify under penalty of law that this document and all attachments were prepared under my direction in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Re: Treatment plant influent calibration
With the assistance of the plant operators, we zeroed the flowmeter by stopping feat and used the false-target to inser into the throat of the fume to test 100% This letter is sent to document the fact that your Greyline Instruments SLT 5.0 ultrasonic flow transmitter was set up and programmed correctly for the measurement installation. In conjunction with the 3" Parshall flume the system will accurately measure 0 to 1.02 MGD.
The Honeywell DR 4300 chart recorder was found to be within +/- 1 %. The display section of the recorder indicated:
0.000 @ 3.99mA or 0%, 0.500 @ 12.00mA or 50% 0.999 @ 20.00mA or 100% Again well within the manufacturers specifications.
If you have any questions or concerns, please do not hesitate to email or call me.
