POINT ARENA CITY COUNCIL
AGENDA ITEM SUMMARY
AGENDA ITEM: VIII A
MEETING DATE: 2/22/2022
TITLE
SB 1383 Implementation and Resolution 2022-07
RECOMMENDED ACTION
Receive report and adopt Resolution 2022-07
ANALYSIS
SB 1383 is a statewide effort to reduce emissions of short-lived climate pollutants (SLCP).
Organics like food scraps, yard trimmings, paper, and cardboard make up half of what Californians dump in landfills.
Specifically, the law sets the following targets:
• Reduce statewide disposal of organic waste by 50% by January 1, 2020 and by 75% by January 1, 2025 (based on 2014 levels).
• Rescue at least 20% of currently disposed of edible food for human consumption by 2025.
The City of Point Arena is exempt from certain requirements of SB1383 due to the small size of our community. We have less than 7500 residents and our overall disposal is less than 5000 tons of solid waste. Additionally, our garbage service provider does not currently provide organic recycling services. However, when our contract with Recology expires in 2025, the City can make this collection a requirement for the franchise agreement.
The SB 1383 regulations do require jurisdictions conduct education and outreach on organics recycling to all residents, businesses (including those that generate edible food that can be donated), haulers, solid waste facilities, and local food banks and other food recovery organizations.
CalRecycle has implemented a grant program to help with outreach and education, establish composting programs and encourage collaboration with existing facilities that utilize compost. Your staff have begun discussion with a local farm about implementing a composting program for those businesses and residents within the city limits.
Additionally, staff is exploring the option of a small compost facility at the Community Garden.
The attached resolution is required by CalRecycle to apply for any grant funding, including the annual $5000 payment for recycling at the Cove. These authorizations expire every five years so a new resolution designating the City Manager to submit applications is necessary.
FISCAL IMPACT
Potential grant funding to establish composting program and educate consumers/businesses.
