I CALL TO ORDER & ROLL CALL
Present were Vice Mayor Burkey, Councilmember
Koogle, Councilmember Wasserman. Mayor Ignacio and
Councilmember Dobbins were absent by prior
arrangement.
II READING – City Manager Andersen read Colin Powell’s
Thirteen Rules of Leadership.

IV MAYOR’S REPORTS/ANNOUNCEMENTS
A) Mendocino County Sheriff Update Sheriff Kendall and Lt. Comer reported on law enforcement activity in Point Arena, noting a decrease in calls.
B) Women’s History Month Proclamation – Vice Mayor Burkey read the proclamation.
V COUNCIL REPORTS
Vice Mayor Burkey thanked everyone who attended the recent Arena Cove & Pier Ad Hoc listening session and noted the possibility of a harbor district. She also discussed the formation of a Point Arena Parks & Trails nonprofit and is seeking board members.

Motion to adopt Consent Calendar by Councilmember Koogle, Seconded by Councilmember Wasserman. Motion passed 3-0 with Mayor Ignacio and Councilmember Dobbins absent.
VIII ORDINANCES & RESOLUTIONS
A) SB1383 Implementation & Resolution 2022-07 -- CM explained that the State has implemented requirements for organic waste collection and food recovery. Due to small population size, the City is exempt from the collection requirements of the new law. CalRecycle has implemented a grant program to help with other activities such as outreach and education, establish composting programs and encourage collaboration with existing facilities that utilize compost.

Motion to adopt Resolution 2022-07 by Councilmember Wasserman, Seconded by Councilmember Koogle. Motion passed 3-0 with Mayor Ignacio and Councilmember Dobbins absent.
IX PUBLIC HEARINGS
A) Compensatory Time Off Policy – CM stated that some employees have requested being able to “bank” earned overtime for use at a later date as a supplement to vacation and personal time. CTO would be earned at 1.5 hours per hour of overtime.
Motion to approve CTO policy by Councilmember Koogle, Seconded by Councilmember Wasserman. Motion passed 3-0 with Mayor Ignacio and Councilmember Dobbins absent.
B) 2020 Preliminary Census Results for Point Arena – CM noted that the population of Point Arena increased from 240 people in 2010 to 260 people in 2020.

CM stated the Arena Cove Rehabilitation Project is completed aside from some small punchlist items and that the Mill Street Project is underway.
