POINT ARENA CITY COUNCIL
AGENDA ITEM SUMMARY
AGENDA ITEM: IX A
MEETING DATE: 5/24/2022
TITLE
2022-2023 Street Rehabilitation Project
RECOMMENDED ACTION
1) Receive presentation and discuss
2) Adopt, deny or modify Resolution 2022-19
ANALYSIS
The Road Repair and Accountability Act of 2017 (Senate Bill 1) created the Local Partnership Program (LPP) and continuously appropriates $200 million annually from the Road Maintenance and Rehabilitation Account to local and regional transportation agencies that have sought and received voter approval of taxes or that have imposed fees, which taxes or fees are dedicated solely for transportation improvements.
The City has used LPP’s formulaic funds to great advantage. The State’s 75% cost-share has allowed the City to rehabilitate Port Road from Iverson Ave to the Arena Cove parking lot; Riverside Drive from Main Street to the Hay Industrial Park; and all of Center Street. Point Arena was also the recipient of $1 million through the LPP Competitive Program for the rehabilitation of Mill Street.
By July 1 of every year, the City is required by the California Transportation Commission to identify projects for the next round of funding via resolution. The City then requests the CTC program and allocate the funds before construction begins.
At the November 16, 2021 meeting, the Council approved a revised Capital Improvement Program that envisioned these future projects over the next several years:
Windy Hollow Road: Rehabilitation and repair of .6 mile of roadway from the intersection of Riverside Drive to the northern city limits.
Port Road: rehabilitation of Port Road sidewalks and roadway from Main Street to Iversen Avenue.
Sidewalk Inventory and Replacement Program: Sidewalks will be prioritized for replacement or addition.
For the 2022-2023 funding cycle, your City Manager and City Engineer recommend utilizing the funding to rehabilitate Windy Hollow Road from Riverside Drive to the city limits.
One of the criteria used to determine projects is the pavement condition index (PCI), a numerical index between 0 and 100 which is used to indicate the general condition of a pavement section. Windy Hollow Road currently has PCI of 14 out of 100, a figure that places it in the “serious” classification not far from “failed.” Windy Hollow Road has been on the CIP since its inception in 2017. A small portion of the roadway was improved with subsurface drainage in 2018, as a temporary measure to extend the life of the roadway until a more thorough rehabilitation.
Windy Hollow Road is currently the only entry and exit point for residents of the Manchester Rancheria, visitors to the Garcia River Casino, and for emergency vehicle access. The City’s portion of Windy Hollow Road also provides access for residences, a PG&E corporate yard, and Windy Hollow Farm.
Over the years, the City has received numerous complaints about the condition and safety of the roadway. Common complaints have included:
• vehicle damage from potholes
• lack of roadway markings at night
• speeding vehicles endangering pedestrians and cyclists • the image it presents to visitors to Point Arena
• a perceived lack of respect for the Native community.
The Road crew maintains Windy Hollow Road as well as possible given its condition. They routinely fill potholes, ensure proper drainage, and clear limbs and debris after heavy storms. But it continues to deteriorate and could at some point become a serious liability for the City.
For these reasons, your City Manager and City Engineer believe the Windy Hollow Road project should be the next capital improvement project implemented in Point Arena.
The project would occur during the 2022-2023 Fiscal Year.
City Engineer Jason Island will provide an overview of the proposed project. Attached is a draft resolution that incorporates the Windy Hollow Road project as the City’s next funding request for LPP funding.
FISCAL IMPACT
There are $552,000 in funds available from the Local Partnership Program through June 30, 2023. The City is slated to receive approximately $150,000 in State Transportation Block Grant (STBG) funding over through June 30, 2023.

WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of Point Arena are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Point Arena must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and
WHEREAS, the City of Point Arena will receive an estimated $9300.00 in RMRA funding in Fiscal Year 2022-2023 from SB 1; and
WHEREAS, the City is eligible to receive an allocation of $552,000 from the “SB 1 Local Partnership Fund” (LPPF) in the Fiscal Year 2022-2023; and WHEREAS, this is the fifth tear in which the City is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and WHEREAS, the City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate .6 miles of city roadway which has a current PCI rating of 14 and which serves as the single access point to the Manchester Rancheria; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment found that the City/County’s streets and roads are in an “excellent/good/at-risk/poor” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a “good” condition; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.
