Point Arena City Council
California cities are granted broad powers under the California Constitution to assert jurisdiction over just about anything, and they cannot be abolished or merged without the consent of a majority of their inhabitants.
Point Arena utilizes a council-manager form of government used by 440 of the 480 cities in California
Under this form of government, the City Council is responsible for establishing policy, passing local ordinances, voting appropriations and developing an overall vision for the city. The City Council is comprised of five members elected at-large to serve four-year terms. The mayor is selected by members of the City Council and performs primarily ceremonial duties.
The City Council then appoints a city manager or administrator to oversee the daily operations of the government and implement the policies established by the governing body. The manager serves the governing body, often with an employment agreement or contract that specifies his or her duties and responsibilities. Ideally, the manager is apolitical.
For most of its existence, the City operated under the “Commissioner” form of government. Individual commissioners were assigned executive responsibility for a specific aspect of municipal affairs, such as public works and finance while an appointed admi9nistrator handled day-t-day matters, This form of government thus blended legislative and executive branch functions in the same body. It was abandoned for the council-manager form in the early 2010s.
The City Council perform the following duties:
• Review and approve the annual budget;
• Establish long- and short-term objectives and priorities; • Oversee effectiveness of programs;
• Establish tax rates;
• Enter into legal contracts;
• Pass ordinances and resolutions;
• Regulate land use through zoning laws;
• Regulate business activity through licensing and regulations; • Communicate policies and programs to residents;
• Respond to constituent needs and complaints; and
• Represent the community to other levels of government.
In addition to City Council responsibilities, many members serve on various Boards & Commissions including:
• Mendocino Council of Governments
• Economic Development and Financing Corporation
• Local Agency Formation Commission
• Mendocino Transportation Authority
• League of California Cities
• Sonoma Clean Power
Additionally, Councilmembers may serve on 2-person City Council “ad hoc” committees to research and address a particular issue or matter and report back to the full Council.
Regular meetings of the City Council are a vital part of the democratic process in the conduct of the City’s affairs. It is at Council meetings that laws, policies and basic decisions are made for the government of Point Arena.
All meetings of the City Council are open to the public and citizens are encouraged to attend to have their voices heard on key issues as well as learn more about how the City operates.
The Point Arena City Council meets the 4th Tuesday of the month at 6:00 p.m. at City Hall located at 451 School Street. Special meetings may be scheduled with 72 hours advance notice. In 2022, the City Council continues to meet via teleconference on Zoom.
City Council Agendas are posted at least 72 hours in advance of any Council meeting.
Generally, the Agenda is posted on the website by 5:00 p.m. Friday prior to the Tuesday meeting. Copies of the agenda, supporting documentation and staff reports can also be picked up at City Hall.
