POINT ARENA CITY COUNCIL

AGENDA ITEM SUMMARY
AGENDA ITEM: VIII A
MEETING DATE: 8/23/2022
TITLE
Veterans Hall Planning/Technical Assistance Grant Update & Design Decision

RECOMMENDED ACTION
1) Discuss two design options for the renovation of the Vets Hall Renovation. 2) Direct Staff and Architect to proceed on final design.

ANALYSIS
In the Council’s previous report on the Vet’s Hall/ Community Center renovation you directed the Ad Hoc committee and your architect, Don Alameida to continue to explore two design optionsthat would be brought forward for a final decision about the facility renovation. These two design options and their estimated construction costs are before you tonight.

Last week the Ad Hoc Committee compared the two option schematics. With some minor modifications the Committee is recommending schematic option 2 (kitchen pop out version).

We will discuss both options and the modifications suggested to option 2. At the close of that discussion, we are asking the Council to direct the architect and staff to move forward with the construction design process.

With a decision tonight, the final design process will begin. In short order we should have a design plan that can be put through the NEPA (National Environmental Protection Act) determination and the CDP (Coastal Development Permit) processes.

Other studies necessary to fulfill grant requirements and to complete a bid ready design have already been performed for the project. These studies are the property survey, geologic conditions report, as well as biological and botanical studies.

Due to Federal Housing & Urban Development (HUD) Community Development Block Grant (CDBG) pass through funds from the State when the final size of the enlarged facility footprint is determined there will be a required National Environmental Policy Act (NEPA) study.

The City’s grant application was submitted to HCD almost two years ago with the estimate that the designed project would likely cost around $3 million dollars to construct. Due to the pandemic, the State’s award process significantly slowed. During that same period the cost of construction across the country skyrocketed. Since the submission date current cost of construction estimates have drastically surpassed the earliest estimates of project cost.

The City’s CDBG Grant amount for the community center project is $250,000. This amount was intended to cover the effort to analyze different project types, such as a tear down and rebuild, renovation of existing or a new build on a new site and then create a fully permitted final design ready to go out to bid.

Staff has looked at the cost components covered by the grant and determined that a project with a construction cost of an approximately $3.5 million could be covered by the Grant. This estimate includes the studies and permitting. Obviously, the new economic conditions have affected how far the grant would go toward covering all costs.

FISCAL IMPACT
$0 - $50,000 depending on the Council’s final design decision.
