TITLE
Garbage and Recycling Collection Fee Increase
RECOMMENDED ACTION
Discuss proposed Solid Waste Collection Fee Schedule effective October 1, 2022
ANALYSIS
The franchise agreement between Recology and the City of Point Arena for the provision of garbage and recycling services contains a provision for an annual rate increase based on the Bay Area Consumer Price Index (CPI) by October 1 of each year.
Last month, Recology notified the City that they intended to increase garbage collection rates by 6.8% for the period of October 1, 2022 through September 30, 2022.
The new rate schedule is attached.
Additionally, Recology is seeking to add charges to their rates. For residential customers with multiple recycling containers, there will be an additional charge of $8.65 per month per container after the first. For commercial customers, there would be a $25 charge per regular recycling container and $50 per bin above the first ones.
There are also new charges for replacement cans & dins.
Recology General Manager Fred Stemmler will be present to answer questions and address comments.

Dear Mr. Andersen,
Hope you and your community are doing well. Please find attached the requested adjustments to service rates per the Contract Amendment dated September 23, 1997 and the Memorandum of Understanding Item #3. When approved, these rates will take effect on October 1, 2022.
Based on requests for service from a limited number of current customers, selected specialized rates have been added to the rate chart. The added rates are:
1. Charge for Additional Recycling Carts or Bins—Currently two residential accounts and 8 commercial accounts are requesting multiple recycling containers. The rate chart now includes pricing for monthly service of additional recycling containers.
2. Charge for Exchange/Replacement of Carts and Bins—Recology has been called on to supply several new containers for PTA customers despite the number of accounts and units serviced remaining basically flat. The cost of the additional carts after the initial cart provided would be passed on to the customers with this charge.
