I CALL TO ORDER & ROLL CALL
The Point Arena City Council met in person via
teleconference for a Regular Meeting on Tuesday,
September 27, 2022. Mayor Ignacio called meeting to
order at 6:02 pm; and roll call was conducted:
Councilmembers Present: Mayor Scott Ignacio, Vice
Mayor Barbara Burkey, Councilmembers Anna Dobbins, Jim Koogle and Richey Wasserman Administrative Staff Present: City Manager Paul Andersen, City Attorney Giny Chandler, City Planner Scott Perkins and Deputy City Clerk Jeana Gevas.

III APPROVAL OF THE AGENDA
Motion to approve agenda by Councilmember Wasserman, Seconded by Vice Mayor Burkey. Motion passed unanimously 5-0.
IV MAYOR’S REPORTS/ANNOUNCEMENTS
Sheriff Matt Kendall and Lt. JD Comer updated the Council on recent law enforcement actions in Point Arena.
V COUNCIL REPORTS
Vice Mayor Burkey updated the Council on the recent CalCities Annual Conference and the Redwood Regional Economic Summit. Councilmember Wasserman also shared his experience at the CalCities Conference.
VI PRIVILEGE OF THE FLOOR
Jennifer Smallwood updated the Council on recent activities of the Point Arena Fire Safe Council.
Goija Post requested a memorial plaque for Annie Leroy.
VII CONSENT CALENDAR
Motion to approve consent calendar by Vice Mayor Burkey, Seconded by Councilmember Dobbins.
Motion passed unanimously 5-0.

A) Measure O – Citizen’s Library Initiative – Larry Riddle provided an overview of the initiative.
B) Measure P – County Essential Services Sales Tax – Lisa Bowers provided an overview.

IX PUBLIC HEARING
A) Coastal Development Permit #7-2021 / Minor Subdivision #1-2021 / Use Permit #3-2021 – After discussion around parking requirements, the hearing was continued until October 25, 2022.
Motion to continue hearing by Councilmember Koogle, Seconded by Councilmember Wasserman.
Motion passed 4-1 with Councilmember Dobbins dissenting.
X REPORTS & ACTION ITEMS
A) RFP for Grant-Funded Sea Level Rise/Vulnerability Assessment – City Planner Scott Perkins provided an update on the RFP process for the sea level rise study. Staff was directed to release the RFP.
B) Garbage and Recycling Collection Fee Increase – Recology General Manager Fred Stemmler answered questions and concerns about service in Point Arena.
XI ORDINANCES & RESOLUTIONS CITY MANAGER & CITY ATTORNEY REPORTS A) Fiscal Year 2022-2023 Final City Budget – CM presented the final budget.
Motion to approve Resolution 2022-29 by Vice Mayor Burkey, Seconded by Councilmember Wasserman. Motion passed unanimously 5-0.
Motion to approve Resolution 2022-30 by Councilmember Wasserman, Seconded by Vice Mayor Burkey. Motion passed unanimously 5-0.
XII CITY MANAGER & CITY ATTORNEY REPORTS
CM Andersen and City Attorney Giny Chandler provided updates.
