I CALL TO ORDER & ROLL CALL
The Point Arena City Council met in person and via
teleconference for a Regular Meeting on Tuesday, October 25, 2022. Mayor Ignacio called meeting to order at 6:02 pm; and roll call was conducted:
Councilmembers Present: Mayor Scott Ignacio, Vice
Mayor Barbara Burkey, Councilmembers Anna Dobbins, Jim Koogle and Richey Wasserman Administrative Staff Present: City Manager Paul Andersen, City Attorney Giny Chandler, LCP Update Consultant Linda Ruffing and Deputy City Clerk Jeana Gevas.

III APPROVAL OF THE AGENDA
Motion to approve agenda by Councilmember Wasserman, Seconded by Vice Mayor Burkey. Motion passed unanimously 5-0.
IV MAYOR’S REPORTS/ANNOUNCEMENTS
Sheriff Matt Kendall and Lt. JD Comer updated the Council on recent law enforcement actions in Point Arena.
Jennifer Smallwood of Fire Safe Point Arena updated on recent activities.
V COUNCIL REPORTS
None.
VI PRIVILEGE OF THE FLOOR
Jennifer Smallwood provided an update on the upcoming Acorn Festival on November 5, 2022.
Goija Post requested a memorial plaque for Annie Leroy.
VII CONSENT CALENDAR
Motion to approve consent calendar by Vice Mayor Burkey, Seconded by Councilmember Koogle. Motion passed unanimously 5-0.
VIII PUBLIC HEARING
A) Coastal Development Permit #7-2021 / Minor Subdivision #1-2021 / Use Permit #3-2021 – The hearing was continued until November 15, 2022.

IX HOUSING PRESENTATION
A) Permanent Local Housing Allocation and Regional Early Action Planning Grant Opportunities – Linda Ruffing of North Coast Community Planning provided an overview of 2 housing grant opportunities and suggested holding a public hearing for their consideration at the November 15, 2022 meeting.
X REPORTS & ACTION ITEMS
A) Arena Cove Recycling Center Update – City Manager Paul Andersen provided an update on changes at the recycling center and advised that some community members have requested moving the center to a different location. Council directed staff to explore alternative locations.
B) Resolution 2022-32 Approving Transfer of the Veteran’s Memorial Building from the County of Mendocino to the City of Point Arena – CM Andersen explained that passage of the resolution will complete the process for transferring ownership of the building.
Motion to approve Resolution 2022-32 by Councilmember Wasserman, Seconded by Mayor Ignacio.
Motion passed unanimously 5-0.

CM Andersen and City Attorney Giny Chandler provided updates.
