ANALYSIS
Three City Council seats were up for election this year: those of Vice Mayor Burkey, Councilmember Dobbins, and Councilmember Wasserman. Councilmember Wasserman declined to seek election. The nomination period was extended per State law as there was an incumbent not seeking election. By the end of the extended filing period only two candidates had filed to run for the three open seats.
Vice Mayor Burkey and Councilmember Dobbins were re-elected to the City Council.
There remains an open Council seat that needs to be filled. Government Code 36512 states that the Council must, within 60 days from the date of vacancy, either fill the vacancy by appointment or call a special election to fill the vacancy.
In the past, the Council has utilized the following procedure to fill Council seats that were vacated by resignation or nonfiling:
• Announce vacancy and make an application available.
• Specify the date on which interested persons must file an application of interest in the position.
• Specify the date that the City Council will hold a public meeting to fill the vacancy.
• On the specified date make the appointment from the applicant pool.
Every person interested in the position will be required to fill out an “Application for Appointment by City Council” form (attached). Once the application deadline is reached, the City Manager will distribute the candidate’s applications to the City Council for review by the Council members and make the applications public.
It is up to the Council how they proceed from there.
The recommended schedule for the application and appointment process:
11/15/2022 – Announcement of vacancy and process
12/8/2022 4:00 p.m. – Application period closes
12/13/2022 – Selection and swearing-in with elected Councilmembers.
The deadline for appointment to the City Council is 60 days from the date of Certification of the Election, which must be completed by the end of November.

NOTICE OF INTENTION TO FILL VACANCY ON THE POINT ARENA CITY COUNCIL BY
APPOINTMENT
NOTICE IS HEREBY GIVEN that the City of Point Arena will accept applications for appointment to the City Council to fill a vacancy created by a lack of candidates at the November 8, 2022 election.
The term of the Council seat will be from the date of appointment until December 2026.
Applicants must be at least 18 years of age, reside within the city limits of Point Arena, and be registered to vote in the City of Point Arena at the time of application.
To be considered for the position, applicants need to fill out an application.
Applications are due by 4pm on December 8, 2022. Applications received after 4pm will not be considered. The City Council may conduct interviews, and will make an appointment, at a their regularly scheduled meeting on December 13, 2022 at 6pm.
Applications are available at Point Arena City Hall, 451 School Street, between the hours of 9am and 4pm Monday through Thursday; City Hall is closed on Fridays. Point Arena City Hall will also be closed November 24 & 25. An application is also available at the City’s website at: http://pointarena.ca.gov.
