Point Arena City Council met at 451 School Street, Point Arena, and online for a Regular Meeting on Tuesday, December 13, 2022.
Mayor Ignacio called meeting to order at 6:00px and roll call was conducted:
Councilmembers Present: Mayor Scott Ignacio, Vice Mayor Barbara Burkey, Councilmembers Anna Dobbins, Jim Koogle & Richey Wasserman
Administrative Staff Present: City Manager Paul Andersen, City Attorney Giny Chandler, City Planner Scott Perkins & Deputy City Clerk Jeana Gevas
II. READING
Point Arena Poet Laureate Blake More and Mendocino County Youth Poet Sidney Regelbrugge presented and read their poems.
III. APPROVAL OF AGENDA
Motion to approve agenda by Councilmember Wasserman, Seconded by Vice Mayor Burkey. Motion passed unanimously.
IV. CITY COUNCIL REORGANIZATION
A) Resolution 2022-34 Reciting the Facts of the Regular General Municipal Election of November 8, 2022, Declaring the Result That Barbara Burkey and Anna Dobbins Were Duly Elected to the Point Arena City Council -- CM noted that in the November 8, 2022 General Election Barbara Burkey and Anna Dobbins were duly elected. Mayor Ignacio stated that he was resigning from the City Council. CM Motion to approve Resolution 2022-34 Reciting Facts of the November 8, 2022 Election by Vice Mayor Burkey, seconded by Councilmember Wasserman. Motion passed unanimously.
Councilmember Wasserman and Mayor Ignacio stepped down from the dais.
B) Appointment to Vacant City Council Seat -- Motion to appoint Jeff Hansen to the four-year seat by Councilmember Dobbins, Seconded by Vice Mayor Burkey. Motion passed unanimously 3-0.
Tom White, Lani Bouwer and Isabel Kuniholm provided public comment.
Motion to appoint Dan Doyle to the two-year seat by Councilmember Koogle, Seconded by Councilmember Dobbins. Motion passed unanimously 3-0.
C) Administer Oaths of Office -- The City Clerk swore the elected and appointed Councilmembers.
D) Selection of Mayor & Vice Mayor for Term of 2023-2024 –

V. MAYOR REPORTS/COUNCILMEMBER UPDATES
Lt. JD Comer of the Mendocino County Sheriff gave an update on the status of law enforcement service in Point Arena.
Mayor Burkey provided an update on EDFC activities.

VII. CONSENT CALENDAR
Motion to approve by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously 5-0.
VIII. PRESENTATION
A) American Ramp Company Skatepark Presentation -- Maddie Ferson of American Ramp Company provided an overview of design and construction services for skateparks and answered Council questions.
IX. HOUSING
A) Briefing from Housing Update Team on LCP Amendment Process -- Linda Ruffing of North Coast Community Planning provided an update on the Local Coastal Program Update and stated a City Council Workshop on the update is planned for early January.
X. PUBLIC HEARING
A) Coastal Development Permit #3-2022 -- City Planner Scott Perkins explained the project and answered Council questions.
The public hearing was opened at 7:55pm. Jennifer Smallwood spoke. The public hearing was closed at 8:00pm.
Motion to approve CDP#3-2022 by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously 5-0.
XI. ACTIONITEMS & RESOLUTIONS
A) Award Contract for Sea Level Rise Study to ESA Associates -- City Planner Scott Perkins explained the selection process for the consultant ESA Associates to perform the sea level rise study. Consultant Louis White addresses the Council.
Motion to approve by Vice Mayor Dobbins, Seconded by Councilmember Koogle. Motion passed unanimously 5-0.
B) Councilmember Boards & Commission Appointments – The Council discussed and appoints and made the following:

Economic Development & Financing Corporation – Barbara Burkey and alternate Jim Koogle CalCities – Barbara Burkey as Legislative Representative and Dan Doyle as Business Representative.
Mendocino Transit Authority – Dan Doyle.
Motion to adopt Resolutions 2022-35 (MCOG), 2022-36 (EDFC), 2022-37 (CalCities) & 2022-39 (MTA) by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously 5-0.
