AGENDA ITEM SUMMARY
AGENDA ITEM: VIII C
MEETING DATE: 1/24/2023
TITLE
Structural Analysis of the Point Arena Pier

RECOMMENDED ACTION
Receive presentation, discuss and provide direction

ANALYSIS
The State Lands Commission and the City of Point Arena negotiated a new lease for the tidal waters below Point Arena Pier, which was approved by the City Council on February 27, 2020.

As part of the updated lease, the City of Point Arena was required to conduct a “structural and utility safety assessment” of the Point Arena Pier. At the request of staff, SHN Engineering contracted with Moffatt & Nichol to conduct the study.

In short, the study found significant & serious deficiencies with the boarding float/floating dock and rampway:
“Overall, the boarding float is in ‘serious’ condition with advanced deterioration on widespread portions of the structure that reduce the load capacity of the structure. It’s recommended to replace the boarding float.” Other less dire deficiencies included replacement of pile wraps and pile wrap bands; replacement of fender piles and pile restraints; repair corrosion cracks and spalling of pile caps and deck panels; replacement of guard railing; repair of utility conduits and light pole brackets; replacement of life safety elements including ladders.

Total estimated cost of all repairs is $897,000. Staff have begun conversations with Department of Boating & Waterways for funding through their Boat Launching Facilities grant. However, the funding cycle for us would likely not be available until 2024.

In the interim, serious consideration should be given to the replacement of the floating dock sooner. Estimated cost to replace is approximately $100,000.

FISCAL IMPACT
Estimated cost to replace floating is approximately $100,000. A funding source has not been identified. Other repairs would be dependent on State funding.

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 1 1. Executive Summary
The City of Point Arena (the City) has retained the services of Moffatt & Nichol (M&N) as a subconsultant to SHN Consulting Engineers & Geologists, Inc. (SHN) to provide a condition assessment of the Point Arena Fishing Pier in Point Arena, CA. The scope of work includes an above-water and underwater routine level condition assessment of the structural components (piles, pile caps, deck panels, and other appurtenances) of the approximately 320-foot long pier. The observations noted in the field were evaluated to ascertain a general condition assessment rating for each primary element of the structure, inform the selection of recommended repairs, and support a rough order of magnitude cost estimate for the recommended repairs.

Overall, the structure was in “Fair” condition at the time of the inspection. The majority of the primary structural elements were sound with minor to moderate defects or deterioration; however localized areas of major to severe deterioration were present. It is recommended that the pier be inspected on a four year inspection cycle based on the overall “Fair” condition rating, the construction material (concrete with protected steel piles), and the aggressive marine environment. Repairs are recommended and include:
 Replacement of pile wraps and pile wrap bands
 Replacement of fender piles and pile restraints if not part of current fender system project  Repair corrosion cracks and spalling of pile caps and deck panels  Replacement of guard railing
 Replacement of the boarding float
 Repair of utility conduits and light pole brackets
 Replacement of life safety elements including ladders and life ring cabinets Table 1.1 provides a summary of the rough order of magnitude opinion of probable construction cost for the recommended repairs.

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 2 2. Introduction

2.1. Objective and Scope
The City of Point Arena (the City) retained the services of Moffatt & Nichol (M&N) as a subconsultant to SHN Consulting Engineers & Geologists, Inc.

2.2. Facility Description
A plan view of the existing pier is shown in Figure 1. The pier measures approximately 320-feet-long by 28- feet-wide. The pier consists of 37 steel pipe piling which support precast concrete pile caps, precast concrete deck panels, an asphalt pavement slab, and additional appurtenances including guardrails, ladders, utilities, and a gangway that provides access to a boarding float.

FIGURE 1: POINT ARENA FISHING PIER (SOURCE: NOAA 2010)

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 3 The pier was originally built in 1985 and repairs were performed in 1991. The 1991 repairs included installation of a protective pile wrap system over the structural piles. Pile wrap systems are typically installed to prevent corrosion of steel piles. In addition to the pile wrap system, rubber sleeves were installed over the structural piles.

The pier is supported by steel pipe pile bents, with average spacing of 20-feet between bents and 16.5- feet between pile rows. Typical bents consist of two steel piles with a concrete pile cap. Bent 5 through Bent 7 each consist of three steel piles. Pile bent numbering is from the landside (east) end of the pier, starting at Bent 1 and continuing sequentially through Bent 17 at the offshore (west) end of the pier. Pile rows are typically labelled alphabetically starting with “A” for the southern pile through “B” for the northern pile. Pile Bent 5 through 7 have an additional row of piling, referenced as row C. Figure 2 shows a typical section view of the pier. Figure 3 shows a partial elevation view of the pier, looking south at the boarding float location.

2.3. Previous Inspections
Previous inspections of the pier have not been provided.

2.4. Inspection Methodology
The above-water and underwater investigation methodology was based on the ASCE Manuals and Reports on Engineering Practice Number 130, "Waterfront Facilities Inspection and Assessment", 2015 Edition (ASCE 130). ASCE 130 provides guidance on types of inspections and specific structure considerations depending on objectives, frequency of inspection, and the level of damage.

M&N conducted the above-water and underwater investigations from the pier in September 2022. M&N’s Engineer-Divers conducted the investigation in accordance with OSHA regulations and Association of Diving Contractors International (ADCI) standards.

Three levels of inspection are typically used for inspecting underwater marine facilities. The type and extent of damage/deterioration that can be detected depends on the level of inspection performed. The following general descriptions for Levels I through III comply with ASCE 130. This underwater investigation included Level I and Level II inspection of timber piling and excluded Level III inspection. Level III inspections were performed above-water on a limited basis to determine the extent of section loss of structural elements.

Level I - Visual or tactile inspection of underwater components without the removal of marine growth. This level of investigation generally serves as a confirmation of as-built conditions and detects obvious damage or deterioration to the structure.

Level II - Partial marine growth removal of a statistically representative sample – for piling, this is typically ten percent of the visually inspected piles. The procedure requires that removal occur at three distinct one-foot-wide bands. The bands are located near the mudline, at mid-depth, and Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 5 near mean lower low water (MLLW). This level of investigation is intended to detect and identify damage and deterioration that may be hidden by surface biofouling.

Level III - Non-destructive testing (NDT) or partially destructive testing (PDT) of a statistically representative sample. These procedures are often conducted as part of a more comprehensive inspection program to detect any hidden internal damage or deterioration.

2.5. Inspection Limitations
The existing steel pipe pile piles supporting the pier are wrapped in a combination of a protective pile wrap system and rubber sleeves extending, typically, from the pile cap to the mudline which inhibits the ability to fully observe the condition of the steel piles. The pile wrap system was not removed as part of this inspection. As a result, the steel piles may have significant interior corrosion damage. Such damage and deterioration is difficult to detect without removal of the pile wrap system. The observations and findings within this report are based on the engineering expertise and field experience of the inspection team regarding deterioration of steel elements in the marine environment; however, it should be expected that because this inspection did not involve disassembly to expose possible hidden deterioration, additional deterioration will be discovered during maintenance or repairs which may necessitate additional repairs.

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 6 2.6. Rating System
Individual structural components were categorized into six condition ratings based on the visual and tactile observations. M&N’s component rating definitions, based on ASCE 1301, are shown in Table 2.1.

Observations
The following section is a summary of the observations noted in the field. A complete compilation of the field notes is provided in Appendix A and are shown graphically in Appendix B.

3.1. Structural Piles
The structural piles consist of steel pipe piles measuring 16-inches and 18-inches in diameter. The piles are protected by a pile wrap system consisting of an outer polyethylene wrap protecting an inner petrolatum tape. The petrolatum tape is wrapped around the steel pile and is intended to prevent corrosion of the steel pile. The outer wrap is secured in place by stainless steel bands at 18-inch spacing. The pile wrap system was installed in approximately 1991 based on available record drawings. The pile wrap system extends from the top of the pile (at the pile cap soffit) to approximately -6ft MLLW. Rubber sleeves, measuring approximately two-inches thick have been installed around each pile below the pile wrap system and extend to the mudline. Photo 1 shows a typical pile bent.

PHOTO 1: TYPICAL PILE BENT (BENT 2) LOOKING EAST

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 10 The piles typically exhibited minor to major damage consisting of torn and missing wraps, missing stainless steel bands, and corrosion of the steel piling. Photo 2 through Photo 8 show representative photos of the observed damage and deterioration.

Minor damage, including missing stainless steel bands and small gaps between the pile wrap system and the pile cap, is present on 10 of the 37 structural piles (27-percent).

Moderate damage, including holes in the pile wrap outer shell, areas of missing wrap in the intertidal zone, gaps between the pile wrap system and the rubber sleeves underwater, exposed petrolatum tape, is present on 19 of the 37 structural piles (51-percent).

Major damage, including areas of missing wrap in the intertidal zone with corrosion, is present on three of the 37 structural piles (Pile 5:A, Pile 9:B, and Pile 10:B).

A summary of the structural pile condition ratings is provided in Table 3.1. A pile defect plan is provided in Appendix B.

Fender Piles
Timber fender piles are located along isolated areas of the pier and nominally measure 14-inch in diameter.

The fender piles are secured to the pier with u-bolts and steel brackets anchored to the soffit of the deck panels. During the time of this inspection a fender pile replacement project was underway. Several of the deficiencies noted herein may be addressed by that project.

The piles typically exhibited minor to severe damage. Minor damage observed includes weathering and abrasion of the outer faces of the fender piles, predominantly in the intertidal and splash zone. Moderate damage is present on a limited number of fender piles and consists of abrasion with section loss up to 15- percent of the diameter of the pile. Ten fender piles are missing and, for the purpose of this report, are rated as having severe damage. The location of the missing piles are between pile Bent 6 through Bent 8 on the south side of the pier, Bent 10.8:South, Pile 15.8:North, Pile 16.3:North, and Pile 16.5:North.

Eight fenders piles that have been recently installed have been wrapped with polyethelyne. It is likely that the polyethylene wraps will tear from regular use by berthed vessels.

Steel brackets connect the fender piles to the deck panels. Typically, the steel brackets exhibit minor corrosion, however, three brackets exhibit moderate corrosion. Additionally, the anchor bolt connecting the bracket to the deck panel was observed broken at one location (Bent 13.5:South).

Photo 9 through Photo 13 show representative photos of the observed damage and deterioration to the fender piles and fender pile brackets.

Pile Caps
The pile caps consist of 48-inch wide by 21-inch deep precast elements. The pile caps typically exhibit minor to major deterioration most predominantly on the landward half of the pier between Bent 2 and Bent

9. The observed deterioration includes corrosion cracking along the lower corners of the pile caps and areas of cracking and delaminations on the soffit of the pile caps. Seven of the 17 pile caps exhibit no damage, whereas nine pile caps between Bent 2 and Bent 11 exhibit moderate corrosion cracks up to 1/4- inch wide. One pile cap (Bent 4) exhibits major corrosion cracks with exposed reinforcing bars. Photo 14 through Photo 16 show representative photos of the observed damage and deterioration to the pile caps.

Deck Panels
The deck panels consist of 12-inch thick by 66-inch wide precast concrete elements that span full length between pile caps. Typically, the deck panels exhibit moderate to major deterioration most predominantly on the landward half of the pier between Bent 1 and Bent 11. The observed deterioration includes corrosion cracking and delamination of the surface layer of concrete on the soffit of the deck panels. Twenty-six of the 80 deck panels exhibit no damage. These deck panels are all located between Bent 10 and Bent 17.

Although visually observable damage is not present on these deck panels, it is likely that chloride ion intrusion of the concrete matrix has occurred and has initiated corrosion of the reinforcing. Cracking is not evident at this time, however, is likely to become evident in the next 10 years.

Forty-two deck panels exhibit moderate corrosion cracks up to 1/4-inch wide and extensive delamination of the deck panel soffit. Eleven deck panels exhibit major corrosion cracks and delamination with exposed reinforcing bars. The deck panels with major deterioration are located nearshore between Bent 1 and Bent

5. The concrete elements in this area of the pier experience greater amounts of salt-water spray and splashing and deteriorate at a more accelerated rate than other areas of the pier. Photo 17 through Photo 19 show representative photos of the observed damage and deterioration to the pile caps.

The pavement surface consists of an asphalt concrete overlay. The pavement generally exhibits isolated areas of minor gouges and pitting up to one inch deep. In one location, near Bent 13.5, an area of the pavement has been removed. The removal of the asphalt allows rain water to more readily infiltrate onto the deck panels below. Although the deck panels in this location exhibit no deterioration, the pavement should be replaced. Additionally, at Bent 12, a hole through the pavement and deck is present. This is presumably from an abandoned utility penetration. The hole is not a structural deficiency; however, it may pose as a tripping hazard. Photo 20 through Photo 22 show representative photos of the pavement.

The guardrails consist of 6x6 dimensional timber posts, 3x6 dimensional timber rails, and a 3x10 dimensional timber handrail. The posts are secured to the pier with steel post brackets and connection hardware. Typically, the guardrail posts and brackets exhibit moderate to severe deterioration throughout the pier. The observed deterioration includes split post bases and corroded brackets and bracket connection hardware. Of the approximately 100 timber posts and post brackets, 70 posts and brackets exhibit major to severe deterioration and require replacement. The timber rails typically exhibit moderate weathering, loose connections to the posts, and moderate splits up to ½-inch wide. Additionally, at Bent 4, a gap between adjacent rail segments measuring approximately 11-inches is present and poses a fall hazard. This location coincides with an expansion joint so any repairs performed to reduce the gap need to account for movement of the joint. Photo 23 through Photo 27 show representative photos of the observed damage and deterioration to the guardrail.

Boarding Float and Gangway
The boarding float is located between Bent 10 and 12 on the north side of the pier and measures approximately 28-feet long by eight feet wide. The float is a welded aluminum framed structure supported by polyethylene floatation barrels. The float is held in place by two steel guide piles. Access to the boarding float from the pier deck is provided by an aluminum gangway measuring approximately four feet wide by 80-feet long.

Typically, the boarding float exhibits moderate to severe deterioration including corrosion of the aluminium framing elements and holes in the decking. The corrosion of the framing elements is most severe on the outer longitudinal beams, near the bolted connections for the lifting padeyes. The corrosion has likely reduced the load capacity of the float and reduced its ability to sustain the original design loads. The lifting padeyes were previously used for lifting the boarding float out of the water during periods of rough weather, but have been abandoned due to the deterioration of the frame. The steel guide piles exhibit minor to moderate corrosion. The western guide pile has been recently replaced and exhibits minor corrosion whereas the eastern guide pile exhibits moderate corrosion. The gangway typically exhibits minor deterioration including isolated areas of impact damage and small holes in the walking surface. Photo 28 through Photo 34 show representative photos of the observed damage and deterioration to the boarding float and gangway.

The utilities located on the pier include water, power, and sewer. The utilities are primarily routed beneath the pier, supported by steel utility hangers suspended from the deck panels. Typically, the utilities exhibit minor to moderate damage with isolated locations of broken conduits and/or conduits with separated fittings. The utility hangers exhibit minor to moderate corrosion. In two locations, Bent 15:South and Bent 17:West, the light pole has been removed. Photo 35 through Photo 38 show representative photos of the observed damage and deterioration of the utilities.

3.9. Miscellaneous Appurtenances
The miscellaneous appurtenances on the pier included in the condition assessment include life safety items (ladders and life ring cabinets) and mooring hardware (cleats). Additional items located on the pier that are not included as part of this inspection are the hoists and harbor master building.

Typically, the ladders exhibit moderate to severe damage and deterioration. Three of the five ladders present on the pier exhibit severe corrosion and are broken. The remaining two ladders exhibit moderate corrosion on the ladder rails and attachment brackets. The life ring cabinets exhibit minor deterioration of the fiberglass cabinet. The rope life ring cabinet at Bent 16 is missing the rope that is typically connected to the life ring. Typically, the cleats located along the perimeter of the pier exhibit moderate to major corrosion and deterioration. Photo 39 through Photo 42 show representative photos of the observed damage and deterioration of the ladders, life rings, and cleats.

Based on the findings of the visual and tactile observations, an overall Condition Assessment Rating (CAR) has been assigned to each of the primary elements. The CARs and descriptions are provided in Table 2.2 of this report. Overall, the pier was in “Fair” condition at the time of the inspection. The majority of the primary structural elements were sound with minor to moderate defects or deterioration; however localized areas of major to severe deterioration were present. A summary of the CARs for each of the primary elements is provided in Table 4.1
TABLE 4.1: SUMMARY OF THE CONDITION ASSESSMENT RATINGS
Primary Element CAR
Structural Piles Fair
Fender Piles Fair
Pile Caps Fair
Deck Panels Poor
Pavement Satisfactory
Guardrails Poor
Boarding Float and Gangway Serious
Utilities Fair
Miscellaneous Appurtenances Poor
Overall Fair
In addition to the following repairs, it is recommended that the pier be inspected on a four-year inspection cycle based on the overall “Fair” condition rating, the construction material (concrete with protected steel piles), and the aggressive environment.

4.1. Structural Piles
Overall, the structural piles are in “fair” condition. All primary elements are sound, but minor to moderate defects are present with localized areas of advanced deterioration. The following repairs are recommended:
 Replace wraps on nine piles (approximately 10 LF of wrap per pile)  Replace missing bands on six piles (approximately 5 new bands per pile) During replacement of the pile wraps noted above, it is recommended that the exposed steel piles be inspected to further document the condition and effectiveness of the pile wrap system.

4.2. Fender Piles
Overall, the fender piles are in “fair” condition. All primary elements are sound, but minor to moderate defects are present with localized areas of advanced deterioration. It’s recommended that the eight missing fender piles are replaced along with the fender pile bracket with a broken anchor bolt. Some of these repairs may be addressed by the current fender system repair project that was in progress during the inspection.

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 36 4.3. Pile Caps
Overall, the pile caps are in “fair” condition with minor to moderate defects or deterioration observed, and localized areas of moderate to advanced deterioration present that do not significantly reduce the loadbearing capacity of the structure. It’s recommended that the corrosion cracks on the Bent 4 pile cap be repaired.

4.4. Deck Panels
Overall, the deck panels are in “poor” condition with advanced deterioration on widespread portions of the structure but does not significantly reduce the load-bearing capacity of the structure. It’s recommended that the deck panels with major corrosion cracking and delamination (approximately 1000 sf) are repaired.

4.5. Pavement
Overall, the pavement is in “satisfactory” condition with limited minor to moderate defects or deterioration observed. No repairs are recommended at this time.

4.6. Guardrails
Overall, the guardrails are in “poor” condition with advanced deterioration on widespread portions of the structure but does not significantly reduce the load-bearing capacity of the structure. It’s recommended to replace the guardrail post brackets (approximately 70), posts (approximately 70), and railing (approximately 350 LF) that exhibit major to severe deterioration.

4.7. Boarding Float and Gangway
Overall, the boarding float is in “serious” condition with advanced deterioration on widespread portions of the structure that reduce the load capacity of the structure. It’s recommended to replace the boarding float.

4.8. Utilities
Overall, the utilities are in “fair” condition with minor to moderate defects or deterioration observed, and localized areas of moderate to advanced deterioration present. It’s recommended to repair the conduits with broken or separated fittings and to replace/repair the broken light pole brackets and reinstall the light poles.

4.9. Miscellaneous Appurtenances
Overall, the ladders, life ring cabinets and cleats are in “poor” condition with advanced deterioration on widespread portions of the elements. It’s recommended to replace three ladders, replace the missing life ring rope, and to replace the two cleats with major corrosion if they are to be returned to service.

Point Arena Fishing Pier Condition Assessment Report | City of Point Arena 37 5. Opinion of Probable Construction Cost
The rough order of magnitude (ROM) opinion of probable construction cost (OPCC) for the recommended repairs, is approximately $897,600. A summary of the costs is provided below in Table 5.1. The unit costs shown in Table 5.1 include contractor overhead and profit, mobilization and demobilization, a 30-percent contingency, and local tax. Engineer design services, environmental and city permitting, and construction administration are excluded. The unit costs assume that the repairs would be performed by a single contractor under a standalone contract. If the recommended repair items are constructed separately additional costs will likely be incurred to account for additional mobilization and demobilization and other indirect costs.
