POINT ARENA CITY COUNCIL

AGENDA ITEM SUMMARY
AGENDA ITEM: VIII D
MEETING DATE: 3/28/2023
TITLE
Request to Utilize a Portion of the Mendocino County Department of Transportation Point Arena Yard

RECOMMENDED ACTION
Receive report and direct staff

ANALYSIS
As the operations and equipment of the City of Point Arena have expanded, locations for vehicles and equipment have remained static. Currently, staff utilize the old “firehouse” at 247 Main Street for the City’s “corporate yard,” which is a less-than-ideal situation. Additionally, some vehicles and equipment are dispersed at the Wastewater Treatment Plant outside in the elements due to the lack of adequate storage space.

The County of Mendocino maintains a corporate yard for the Department of Transportation at 43401 Eureka Hill Road, situated between the Hay Industrial Park and the PG&E substation. The City currently has an expired lease with County DOT for the use of a portion of the facility for a 24’x25’ waste oil reclamation facility. The City also stores approximately 12 or less tons of cold-patch asphalt. Additionally, the City and County entered into a mutual aid agreement for the use of equipment in 2008.

Over the past two years, city staff have engaged with DOT Director Howard Dashiell, Supervisor Ted Williams and County CEO Darcie Antle about the City utilizing or leasing a larger portion of the yard for City equipment. After much discussion and back-andforth, in September of 2022 the Department of Transportation informed the city:
“The department is currently not interested in sharing our Point Arena road yard at this time. We will however allow you to continue to store your cold mix in the yard and lease the area for your waste oil program.”
Separately from DOT, the County CEO recently conducted a study of all County properties to determine which should be rehabilitated and which should be let go.

According to the report, the County DOT yard on Eureka Hill Road was labeled as “dispose.” According to staff, the County we will be working on the feasibility and options for each DOT yard, including the one in Point Arena.

As the County looks to rehabilitate or surplus out facilities, now is a good time to request that the City be allowed to lease a portion of, or acquire outright, the County DOT Point Arena Yard. Whether by lease or purchase, the County DOT Yard is critical to the future functioning of the City and the safety of its equipment.

The attached letter to the Board of Supervisors will formally inform the County that the City is interested in pursuing a lease arrangement for a larger portion of the yard or potentially acquiring it through a surplus property process.

Dear Darcie,
The City of Point Arena has sought a single location for storage of vehicles and equipment for quite some time. As the operations and equipment of the City of Point Arena have expanded, locations for vehicles and equipment have remained static due to the lack of available land.

The lack of a central facility leaves several of our vehicles exposed to the elements and hampers our ability to efficiently utilize staff time.

The Point Arena City Council is requesting that the County of Mendocino consider shared use of the DOT Point Arena Yard with the City for storage of vehicles and equipment. Additionally, should the County wish to dispose of the facility outright, we request that the County provide the opportunity for the City to obtain the property for use by the City.

We believe this would benefit both the City and the County in the use of the facility. We strongly believe that due to our remote location as a municipality it is vital for local government – City and County – to work together in the improvement of the South Coast for residents and visitors alike.

The City Council stands ready to work with the County on achieving a mutually beneficial outcome and looks forward to a positive response from this request.

Sincerely,
Barbara Burkey
Mayor
