I CALL TO ORDER & ROLL CALL
The meeting was called to order by Mayor Burkey at 6:00pm.

IV BUDGET WORKSHOP
City Accountant Joe Arch and City Manager Paul Andersen presented the Fiscal Year 2023-2024 City Budget. They noted that the City is in a difficult financial position due to cost overruns on infrastructure projects; substantial engineering and planning costs; and declining revenues. Arch suggested converting the line of credit to a bank note; reducing expenditures; and not taking on any major projects until a cash reserve has been accomplished.
Andersen noted there were four ongoing projects. He recommended completing the LCP Update and Sea Level Rise Study, both of which are fully funded and will wrap up this calendar year; continuing the wastewater study to move rehabilitation of the sewer system towards future construction funding; and slowing down the Veterans Building rehabilitation study. He noted that the potential road project on Windy Hollow Road could be delayed a year. Arch stated that greater oversight of the budget was needed and recommended monthly updates.
Billy Arana of Arena Cove Stewards noted that the group was looking at cost-saving measures at the Pier.
Motion to approve Resolution 2023-11 Adopting FY23-24 Budget by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously.
Motion to approve Resolution 2023-12 Establishing the GANN Limit for FY23-24 by Councilmember Koogle, Seconded by Councilmember Doyle. Motion passed unanimously.
Motion to approve Resolution 2023-13 Road Project for FY23-24 by Councilmember Doyle, Seconded by Vice Mayor Dobbins. Motion passed unanimously.
