TITLE
Establishment of a Standing City Council Finance Oversight Committee
RECOMMENDED ACTION
Approve creation of Finance Oversight Committee and appoint Councilmembers
ANALYSIS
In 2009, the Point Arena City Council created a standing Finance Committee that was to meet at least quarterly to review City finances and make recommendations to the Council. It appears the Committee met a few times and died out.
The fiscal situation of the City has declined over the past two years, largely due to overspending on public works projects, higher-than-expected planning fees, and the increased cost of materials and supplies.
A standing Finance Committee would provide greater oversight of the budget process.
It would review short and long-term financial information of the City and related financial issues; make recommendations to the City Council regarding financial reports and budget performance; and based on analysis of the budget, it may make recommendations to the Council but does not set policy itself.
It is recommended that the Committee be comprised of the City Accountant, the City Manager, one Councilmember, and the Mayor. The frequency of meetings can be determined by the Committee, but it is advised to meet at least quarterly.

RESOLUTION NO. 2023-15
RESOLUTION OF THE POINT ARENA CITY COUNCIL ESTABLISHING
A STANDING FINANCE OVERSIGHT COMMITTEE
WHEREAS, the Point Arena City Council established a Finance Committee in 2009 with the intention to meet quarterly in concert with the fiscal year (July, October, January, April) but has not met in over 10 year; and WHEREAS, the financial situation of the City of Point Arena will benefit from greater oversight by the City Council; and
WHEREAS, the Finance Oversight Committee (“Committee”) will serve to advise the City Council regarding the City's financial condition; WHEREAS, the Committee shall review short and long-term financial information of the City and other financial issues as assigned by the City Council; WHEREAS, the Committee studies the budget and financial impacts of past or potential actions, policies, or any decision and may be instructed by the City Council to inquire into the impacts on the budget of any decision or potential action; and
WHEREAS, the Committee shall make recommendations to the City Council regarding financial reports, budget performance, and budget process; WHEREAS, the Committee consists of the City Accountant, the City Manager, one Councilmember, and the Mayor; and
WHEREAS, the Committee will consult with the Departmental Supervisors of Wastewater, the Pier, and Streets/Parks; and
WHEREAS, based on its analysis of the budget, the committee may make recommendations to the Council but does not set policy itself.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Point Arena hereby establishes a Finance Oversight Committee as a standing advisory committee.
