Point Arena City Council met at 451 School Street, Point Arena, and online via Zoom, for a Regular Meeting on Tuesday, May 23, 2023. Mayor Burkey called the meeting to order at 6:00 pm; and roll call was conducted:

III. APPROVAL OF AGENDA
Motion to approve agenda by Councilmember Koogle, Seconded by Councilmember Doyle. Motion passed unanimously 5-0.
IV. MAYOR’S REPORTS/ANNOUNCEMENTS
Mendocino County Sheriff Update – No report.
Point Arena Fire Safe Council -- Jennifer Smallwood updated on their efforts to improve disaster preparation and resiliency.
Mayor Burkey provided an overview of recent meetings she attended including the CalCities Redwood Empire Division meeting.
V. COUNCIL REPORTS
Mayor Burkey provided updates from the Arena Cove Advisory Committee and Finance Oversight Committee.
VI. PRIVILEGE OF THE FLOOR (PUBLIC COMMENT PERIOD)
Kathleen Chasey provided an update on her efforts applying for a Working Waterfront grant from the State Coastal Conservancy.
VII. CONSENT CALENDAR
Motion to approve Consent Calendar by Vice Mayor Dobbins, Seconded by Councilmember Doyle. Motion passed unanimously 5-0.

VIII. PUBLIC HEARING
A) First Reading of Ordinance 242 Amending the City of Point Arena Local Coastal Program to Regulate Accessory Dwelling Units
Motion to accept proper notice by Councilmember Doyle, Seconded by Councilmember Hansen.
Motion passed unanimously 5-0.
Linda Ruffing of North Coast Community Planning presented a final draft of the Accessory Dwelling Unit (ADU) ordinance that conforms to state law and simplifies the process for developing an ADU and explained the process for submitting the Ordinance to the Coastal Commission for review.
The public hearing was opened at 7:03pm. Joe Riboli and Mitch McFarland spoke. The public hearing closed at 7:14pm.
Motion to waive the reading ofOrdinance 242 by Mayor Burkey, Seconded by Councilmember Hansen.
Motion passed unanimously 5-0.
Deputy City Clerk Jeana Gevas read the title “ORDINANCE AMENDING CHAPTERS 18.20, 18.25, 18.30 AND APPENDIX A OF TITLE 18, ZONING, OF THE POINT ARENA MUNICIPAL CODE AMENDING DEFINITIONS AND REQUIREMENTS RELATED TO ACCESSORY DWELLING UNITS” Motion to introduce Ordinance 242 by Councilmember Hansen, Seconded by Mayor Burkey. Motion passed unanimously 5-0.
IX. ORDINANCES & RESOLUTIONS
A) Resolution 2023-14 2023-2024 City Fee Schedule 2023 – CM Andersen presented a revised fee schedule.
Council discussed the proposed fees and directed staff to modify fees for the pier and businesses licenses and bring the item back at the September 26 meeting.
X. CITY MANAGER/CITY ATTORNEY REPORTS
Attorney Darcy Vaughan stated she would also be at the September 26 meeting in place of Giny Chandler.
