I. CALL TO ORDER & ROLL CALL
Point Arena City Council met at 451 School Street, Point Arena, and online via Zoom, for a Regular Meeting on Tuesday, October 24, 2023. Mayor Burkey called the meeting to order at 6:04 pm; and roll call was conducted:
Present: Mayor Barbara Burkey, Councilmembers Jim Koogle, Jeff Hansen & Dan Doyle
Absent: Vice Mayor Anna Dobbins
Administrative Staff Present: City Manager Paul Andersen, City Attorney Ginny Chandler, SLR Consultant Louis White, LCP Housing Consultant Linda Roofing, and Deputy City Clerk Jeana Gevas.
II. READING
Councilmember Hansen read a quote from George Carlin among others.
III. APPROVAL OF AGENDA
Motion to approve agenda by Councilmember Koogle, Seconded by Councilmember Hansen. Motion passed 4-0 with Vice Mayor Dobbins absent.
IV. MAYOR’S REPORTS/ANNOUNCEMENTS
A) Mendocino County Sheriff Update -- Sheriff Kendall gave an update on law enforcement services in the area and discussed the importance of disaster preparedness.
B) Point Arena Fire Safe Council -- Jennifer Smallwood provided an update on activities.
V. COUNCIL REPORTS
Mayor Burkey provided an update on activities at the Economic Development Financing Corporation.
VI. PRIVILEGE OF THE FLOOR (PUBLIC COMMENT PERIOD)
Jennifer Small Wood and Joey Rose addressed the Council.
VII. CONSENT CALENDAR
Motion to approve consent calendar by Councilmember Koogle, Seconded by Councilmember Doyle.
Motion passed 4-0 with Vice Mayor Dobbins absent.
VIII. PRESENTATION
A) Sea Level Rise Analysis & Vulnerability Assessment for Point Arena Cove – Louis White, of Environmental Science Associates, provided an overview of the recently completed sea level rise study and noted it would be forwarded to the Coastal Commission and will be used to update the Community Health & Safety Element of the General Plan.
IX. STUDY SESSION
A) Local Coastal Program Housing Update –Linda Ruffing, of North Coast Community Planning, presented proposed modifications to the general plan and zoning code, received feedback and will bring the item back for adoption in December or January.
