I. CALL TO ORDER & ROLL CALL
Point Arena City Council met at 451 School Street, Point Arena, for a Regular Meeting on Tuesday, March 26, 2024. Mayor Burkey called meeting to order at xx:xx pm; and roll call was conducted:
Councilmembers Present: Mayor Barbara Burkey, Vice Mayor Anna Dobbins, Councilmembers Jim Koogle, Jeff Hansen & Dan Doyle Administrative Staff Present: Interim City Manager Peggy Ducey, City Attorney Brain Bettenhouse, LCP Consultant Linda Ruffing
II. APPROVAL OF AGENDA
Motion to approve agenda by Councilmember Doyle, Seconded by Councilmember Koogle. Motion passed unanimously.
III. CLOSED SESSION
A) Conference with Legal Counsel--Anticipated Litigation Initiation of Litigation Pursuant to Paragraph (4) of Subdivision (d) of Government Code Section 54956.9: (Two Cases) No report out of Closed Session.
IV. MAYOR’S REPORTS/ANNOUNCEMENTS
The Mendocino County Sheriff and Fire Safe Point Arena provided updates.
V. COUNCIL REPORTS

VI. CITY MANAGER’S REPORT
Interim City Manager Peggy Ducey provided an update.

Motion to approve Consent Calendar by Councilmember Doyle, Seconded by Councilmember Koogle.
Motion passed unanimously.
IX. PUBLIC HEARING
A) First Reading of Ordinance 243 Updating City of Point Arena General Plan Policies and Zoning Code Regulations to Implement State Housing Laws, Streamline Permitting Procedures, Modify GOVERNING DOCUMENTS GENERATED:

Development Standards to Encourage More Housing Development, and Reorganize the Zoning Ordinance
LCP Consultant Linda Ruffing provided an overview of changes to the General Plan and Local Coastal Program to bring City codes into conformance with State law and to update the General Plan regarding housing.
The public hearing was opened at 6:30pm. Jennifer Smallwood addressed the Council. The public hearing was closed at 6:33pm.
Motion to introduce Ordinance 243, waiving reading of the ordinance by title only, by Councilmember Hansen, Seconded by Vice Mayor Dobbins. Motion passed 4-1 with Councilmember Koogle opposed.
The Council set April 23, 2024 for final adoption.
X. REPORTS & ACTION ITEMS
A) City Attorney Contract
Motion to approve contract with Jones-Mayer by Councilmember Doyle, Seconded by Councilmember Koogle. Motion adopted unanimously.
B) Receive and File FY 2022/2023 Annual Financial Audit Sheldon Chavan, of Chavan & Associates, provided an overview of the 2022-2023 fiscal audit. Kathleen Chasey and Lloyd Chasey addressed the Council.
C) Solid Waste Collection Franchise Agreement with Solid Waste of Willits Consideration of the item was rescheduled to the April 23, 2024 meeting.
XI. ADJOURNMENT
