CALL TO ORDER & ROLL CALL
Point Arena City Council met at 451 School Street, Point Arena, for a Regular Meeting on Tuesday, April 23, 2024. Mayor Burkey called the meeting to order at 5:01 pm, and roll call was conducted:

Motion to agenda by Councilmember Koogle, Seconded by Councilmember Hansen. Motion passed unanimously.

III. MAYOR’S REPORTS/ANNOUNCEMENTS
Sheriff Kendall and Deputy Jensen provided an update on law enforcement services for the past month.
Jennifer Smallwood of the Point Arena Fire Safe Council provided an update on activities. Mayor Burkey provided an update on activities of the Economic Development and Financing Corporation.

V. CITY MANAGER/CITY ATTORNEY REPORTS
City Manager Ducey announced she would be holding office hours for the public from 9:00 – 10:30am every Tuesday.

VIII. PUBLIC HEARING
A) Second Reading and Adoption of Ordinance No. 243 Updating City of Point Arena General Plan Policies and Zoning Code Regulations to Implement State Housing Laws, Streamline Permitting Procedures, Modify Development Standards to Encourage More Housing Development, and Reorganize the Zoning Ordinance; Adopt General Plan Amendment #2024-01; Authorize Submittal of LCP Amendment Application
LCP Consultant Linda Ruffing presented the final version of Ordinance 243, which she noted had been through a year-long process to bring the Local Coastal Program of the General Plan into accordance with State law and streamline the permitting process.
Motion to determine proper notice Councilmember Hansen, Seconded by Councilmember Doyle.
Motion approved 4-0 with Vice Mayor Dobbins absent.
Motion to adopt Ordinance 243 by Councilmember Doyle, Seconded by Councilmemebr Hansen.
Motion approved 4-0 with Vice Mayor Dobbins absent.
IX. REPORTS & ACTION ITEMS
A) Receive and File Fiscal Year 2022-2023 Audit
City Auditor Sheldon Chavan explained the results of the 2022-23 Fiscal audit, noting the financial issues the City is facing and outlining certain deficiencies to resolve.
B) Resolution 2024-07 Accepting Costal Conservancy Grant Funds for Arena Cove Harbor Access and Resiliency Plan
Motion to adopt Resolution 2024-07 by Councilmember Doyle, Seconded by Councilmember Hansen.
Motion approved 4-0 with Vice Mayor Dobbins absent.
C) Administrative Policy Regarding Public Comments
Motion to adopt policy by Councilmember Koogle, Seconded by Councilmember Hansen. Motion approved 4-0 with Vice Mayor Dobbins absent.
D) Resolution 2024-08 Providing for Worker’s Compensation Coverage for Certain Volunteers Motion to adopt Resolution 2024-08 by Councilmember Doyle, Seconded by Councilmember Koogle.
Motion approved 4-0 with Vice Mayor Dobbins absent.
X. ADJOURNMENT
