CALL TO ORDER & ROLL CALL
Point Arena City Council met at 451 School Street, Point Arena, for a Regular Meeting on Tuesday, April 23, 2024. Mayor Burkey called the meeting to order at 5:03 pm; and roll call was conducted:
Councilmembers Present: Mayor Barbara Burkey, Vice Mayor Dobbins, Councilmembers Jim Koogle, Jeff Hansen & Dan Doyle Administrative Staff Present: Interim City Manager Peggy Ducey, City Attorney Baron J. Bettenhausen
I. APPROVAL OF THE AGENDA
Motion to agenda by Councilmember Koogle, Seconded by Councilmember Doyle. Motion passed unanimously.
II. CLOSED SESSION PURSUANT TO CAL. GOVT. CODE 54957

There was no report out of closed session.
III. MAYOR’S REPORTS/ANNOUNCEMENTS
Sheriff Kendall, Lt. Wyant, and Deputy Jensen provided an update on law enforcement services for the past month. Jennifer Smallwood of the Point Arena Fire Safe Council provided an update on activities.
Mayor Burkey announced the City has received a no-interest $50,000 loan to assist with pier rehabilitation.

Motion to approve amended consent calendar by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously.
C) PUBLIC HEARINGS
A) Coastal Development Permit #2023-01: 135/165 Main Street The item was continued to the June 25 2024 City Council meeting. Kim Swenson, Dave Hall & Deb Heatherstone addressed the Council.
B) Coastal Development Permit #2024-03: 130 West Lake Street City Planner Marie Jones presented the project which will remove approximately 25 trees that have been deemed hazardous by utility company contractors and an independently hired arborist. The project also includes restoration with appropriate native trees and plants.
Motion to approve CDP #2024-03 by Vice Mayor Dobbins, Seconded by Councilmember Doyle. Motion approved unanimously 5-0.
Motion to adopt Ordinance 243 by Councilmember Doyle, Seconded by Councilmemebr Hansen.
Motion approved 4-0 with Vice Mayor Dobbins absent.
D) REPORTS & ACTION ITEMS
A) Solid Waste Franchise Agreement Between the City of Point Arena and Redwood Waste Solutions, Inc. dba Solid Waste of Willits
Motion to approve franchise agreement by Councilmember Doyle, Seconded by Vice Mayor Dobbins.
Motion passed unanimously.
B) Resolution 2024-11 Approving the 2024 City of Point Arena Employee Salary Schedule Motion to adopt Resolution 2024-11 by Councilmember Koogle, Seconded by Councilmember Doyle.
Motion passed unanimously.
E) ADJOURNMENT
