I. CALL TO ORDER & ROLL CALL
Point Arena City Council met at 451 School Street, Point Arena, for a Special Meeting on Monday July 15, 2024. Mayor Burkey called meeting to order at 10:00 am; and roll call was conducted:
Councilmembers Present: Mayor Barbara Burkey, Vice Mayor Anna Dobbins, Councilmembers Jim Koogle, Jeff Hansen & Dan Doyle
Administrative Staff Present: Interim City Manager Peggy Ducey, City Attorney Baron Bettenhausen.
II. APPROVAL OF AGENDA
Motion to approve Agenda by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously 5-0.
III. PRIVILEGE OF THE FLOOR

IV. CONSENT CALENDAR
A) Resolution 2024-15 Calling and Giving Notice of the Holding of a General Municipal Election to be Held on Tuesday, November 5, 2024 for the Election of City Councilmembers B) Resolution 2024-16 Requesting the Board of Supervisors of the County of Mendocino to Consolidate a General Election with the Statewide General Election to be Held on November 5, 2024, Pursuant to Section 10403 of the Elections Code
Motion to approve Consent Calendar by Vice Mayor Dobbins, Seconded by Councilmember Hansen.
Motion passed unanimously 5-0.
V. ORDINANCES & RESOLUTIONS
A) Consider Adoption of City Council Resolution Calling and Giving Notice of a General Municipal Election for the Purpose of Submitting to the Voters a Local 7/8-Cent General Transaction and Use Tax; Directing the City Attorney to Prepare an Analysis of the Measure; Authorizing City Council to Submit a Ballot Argument in Favor of the Measure; and Setting Dates for Submitting Arguments on the Measure 1) Resolution 2024-17 Submitting a Transactions and Use Tax Measure to the Voters at the November 5, 2024, General Municipal Election
Motion to adopt Resolution 2024-17 by Councilmember Koogle, Seconded by Councilmember Hansen.
Motion approved unanimously 5-0.
2) Ordinance No. 244 - An Ordinance of the City of Point Arena Adding Chapter 3.45 to the City’s Municipal Code to Impose a Transactions and Use Tax to be Administered by the California Department of Tax and Fee Administration
