RESOLUTION NO. 2024-18
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POINT ARENA APPROVING INTERIM EXPENDITURES PRIOR TO ADOPTION OF THE OPERATING BUDGET FOR FISCAL YEAR 2024-25 WHEREAS, State law requires that the City of Point Arena adopt an annual budget representing a financial plan for conducting the affairs of the City of Point Arena for the fiscal year beginning July 1, 2024, and ending June 30, 2025; and
WHEREAS, the City Council, due to the departure of the City Manager, Finance Officer, and other professional staff, and delayed completion of FY 2023-24 financials, has not yet completed its budget process for Fiscal Year 2024-25; and
WHEREAS, on June 27, 2024, the City Council adopted Resolution No. 2024-15 approving interim spending authority up through and including July 31, 2024; and WHEREAS, staff is requesting additional time to prepare and present the FY 2024-25 budget to the City Council and is presenting this Resolution to seek authority for urgent expenditures.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Point Arena does hereby find, determine, resolve, and order as follows:
Section 1. The City Council of the City of Point Arena approves interim spending authority for the City of Point Arena prior to the approval of the City of Point Arena Operating Budget and Capital Improvements for Fiscal Year 2024-25 at the levels set by the City Operating and Capital Improvement Budget for 2023- 24 minus fifteen percent (15%), to allow payment of routine expenses including payroll and vendor expenses at prior year’s level. This approval shall only be up through and including August 31, 2024, shall be limited to a maximum of 1/12 of the Fiscal Year 23/24 Budget minus fifteen percent (15%), and shall only be for that which is needed for essential functions of the City, to be determined by the Interim City Manager.
Section 2. In addition, the City Council approves additional critical expenditures as outlined in the following table presented in Exhibit A.

RESOLUTION NO. 2024-19
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POINT ARENA ESTABLISHING AN ANNUAL APPROPRIATIONS LIMIT (GANN LIMIT) FOR THE FISCAL YEAR 2024-2025
PURSUANT TO ARTICLE XIIIB OF THE CONSTITUTION OF THE STATE OF CALIFORNIA WHEREAS, pursuant to Article XIIIB of the California Constitution and Section of 7910 of the Californian Government Code, placing limits on the amount of revenue that all government entities may spend; the City of Point Arena is required to establish its Appropriations Limit for the Fiscal Year 2024-2025; and
WHEREAS, the purpose of Proposition 4 was to limit the growth in the appropriations of state and local governments to changes in the cost of living and population in order to control spending levels (the "Gann Limit"); and
WHEREAS, the City of Point Arena has calculated, within provisions of Article XIIIB, the appropriations limit for Fiscal Year 2024-25; and
WHEREAS, the appropriations limit is calculated pursuant to Proposition 111, the City Council is aware that adoption of this limit is an interim measure, and the limit may change at a future date once all data is available; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Point Arena establishes a $57,839 increase and sets the appropriation limit at $901,553 for the Fiscal Year 2024-2025 for the City of Point Arena as set forth in Exhibit “A” attached hereto and made a part hereof by this reference.
