I. CALL TO ORDER & ROLL CALL
Point Arena City Council met at 451 School Street, Point Arena, for a Special Meeting on Tuesday, July 20, 2024. Mayor Burkey called meeting to order at 6:01 pm; and roll call was conducted:
Councilmembers Present: Mayor Barbara Burkey, Vice Mayor Anna Dobbins, Councilmembers Jim Koogle, Jeff Hansen & Dan Doyle
Administrative Staff Present: Interim City Manager Peggy Ducey, City Attorney Baron Bettenhausen II. APPROVAL OF AGENDA
Motion to approve Agenda by Councilmember Koogle, Seconded by Councilmember Doyle. Motion passed unanimously.
III. MAYOR’S REPORTS/ANNOUNCEMENTS
Sheriff Kendall and Deputy Jensen provided an update on law enforcement activities in Point Arena. Jennifer Smallwood provided an update from the Point Arena Fire Safe Council.
IV. COUNCIL REPORTS
Mayor Burkey reported on the Economic Development and Finance Corporation.
V. CITY MANAGER/CITY ATTORNEY REPORTS
City Manager Ducey announced Coffee with the City Manager will now be held the second and fourth Tuesdays of the month from 9-10:30am.

VIII. RESOLUTIONS/ACTION ITEMS
A) Consideration of a Resolution of the Point Arena City Council Approving the Mendocino County Master Tax Sharing Agreement Among Mendocino County and the Cities of Ukiah, Willits, Fort Bragg, and Point Arena
CM Ducey and Ukiah City Manager Sage Sangiacomo explained the process and rationale for a tax sharing agreement between the County and four municipalities.

Motion to adopt Resolution 2024-20 by Councilmember Doyle, Second by Councilmember Koogle. Motion passed unanimously 5-0.
B) FY 2024-2025 FISCAL YEAR BUDGET
1) Receive Presentation on Revenue Estimates
CM Ducey explained the current financial situation of the City and requested more time due to the miscoding of several revenue sources.
2) Resolution 2024-18 Approving Interim Expenditures
Motion to adopt Resolution 2024-18 by Vice Mayor Dobbins, Seconded by Councilmember Doyle.
Motion passed unanimously 5-0.
3) Resolution 2024-19 Establishing GANN Limit
Motion to adopt Resolution 2024-19 by Councilmember Koogle, Seconded by Vice Mayor Dobbins. Motion passed unanimously 5-0.
C) Consideration of a Resolution of the Point Arena City Council Approving First Amendment to Contract With Marie Jones Consulting for Professional Planning Services and Authorizing City Manager to Execute Contract
Motion to adopt by Vice Mayor Dobbins, Seconded by Councilmember Doyle. Motion passed unanimously 5-0
