AGENDA ITEM SUMMARY
Calendar Year 2024 Pier Crane Inspection Report

1. Receive and file staff report; and

2. Provide further direction to City staff.

By State law, the Point Arena Pier Crane/Hoist must adhere to the following inspection schedule:

Routine inspection: Pier staff shall visually inspect the crane and hoist on each day of use for defects in functional operating components. A more detailed in-house inspection shall be completed on a quarterly basis.

Mandatory Annual Comprehensive Inspection and Certification: An annual, comprehensive inspection and certification shall be completed by an Inspector certified by CalOSHA.

Quadrennial Load Test: Overhead cranes with a capacity of more than three tons must be Proof Load tested every four years by a Cal/OSHA certified crane inspector. A Proof Load Test is performed by applying force to the equipment for a specific amount of time, typically 1.1 to 1.5 times the load it is designed to carry. The Point Arena crane/hoist is designed to carry up to 6 tons.

Point Arena’s most recent inspections are as follows:
• Annual Comprehensive Inspection and Certification: May 3, 2021, Certification Approved • Quadrennial Load Test: March 6, 2023 – Certification Approved - Attachment I • Annual Comprehensive Inspection and Certification: September 6, 2024, Certification Denied – Attachment II
All three certifications were performed by Allied Crane. The most recent failed certification is not surprising, given the hoist failure in August 2023 even though the Certification was granted five months prior. It is expected that Allied Crane would be more thorough given the results of the last certification. Allied has identified seven (7) deficiencies that must be corrected before Certification can be granted.

The current Hoist, which only has a recommended operational life of 10 years, is almost 15 years old, so it is prudent that the Hoist be replaced. Allied Crane submitted a quote to completely replace the Hoist mechanism at a cost of $62,400 which has not been budgeted in FY 2024/25,

but can be through a budget amendment. Marie Jones, Point Arena’s Planning consultant and the Point Arena Stewards are seeking grant funds to cover the cost of the Hoist replacement.

A serious concern is that the lead time necessary before actual hoist replacement can begin is 26 weeks, which is the time required by the manufacturer to deliver the new Hoist. This means that boat launching would be shut down for over six months. Staff have solicited a quote from HECO Pacific Manufacturing, which we have not received yet, but have been told HECO has the same 26-week lead time. Staff believe that is an unacceptable time frame for both the City Council, the fishing community, and the City residents and are exploring other options to bring the hoist back online as quickly as possible.

Peter Bogdahn, former Pier employee, has been working with the City Manager to develop an alternate strategy. Bogdahn’s plan of action is to repair the 7 items on the current Inspection Report listed as “Must Repair Prior to Certification”. He has moved forward rapidly and proficiently on these issues and has made substantial headway on a number of them. Bogdahn will be at the Council meeting on September 24th to give the most up-to-date report on the status of the items to be repaired. If these 7 items can be repaired, then the Hoist will need to be reinspected for certification by either Allied Crane or another certified Inspector. If the Hoist is certified, the recommended plan would be to put the repaired Hoist back into operation for 6-7 months until the new Hoist can be delivered by the manufacturer and replaced. If this becomes a workable solutionrepairs are completed and the crane/hoist is certified- the City will immediately retain a firm to begin the process of replacing the hoist.

Given the events of the past year regarding the Pier hoist, it is clear that the City must take steps to ensure the operations at the pier remain safe. This means all inspections, including routine, mandatory annual, and quadrennial inspections, be completed within the legal timeframes.

Additionally, Pier staff needs to meet all requirements to operate the crane, including licensing.

Staff will evaluate the cost of meeting all of these legal requirements and return to City Council with a short- and long- term funding plan for these required tasks.

At this time, labor and the cost of parts for the hoist repairs are estimated to total $5,000. However, that cost may change as we move through the repairs. Additionally, hoist replacement will cost at least $62,400.
