ACKNOWLEDING ACCOMPLISHMENTS AND CONFIRMING ACTIVITY COMPLETION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) COMMUNITY DEVELOPMENT PLANNING ACTIVITY: SENIOR AND

VETERANS CENTER FACILITY IMPROVEMENT FEASIBILITY STUDY
In March of 2020, the City was awarded a $250,000 CDBG grant for a study of the Veteran’s Memorial Building for possible rehabilitation as a community center. On March 28, 2023, staff presented a draft set of plans to the City Council for discussion but in May of 2023, the project was put on hold due to the City’s financial constraints. In June 2024, the City Council retained Archetype International to complete the plans to remodel the Veteran’s Hall. Archetype finished the work within seven weeks, successfully meeting the CDBG contract deadline by August 15, 2024. CDS Consulting, the City’s contract manager for this project, now requests that the City Council hold a public hearing in order to discuss the City’s performance and accomplishments for the CDBG grant and to solicit citizen input.

If approved by the City Council, the next steps would be to apply for funding to complete the plan review process by Mendocino County Building Department and process a Coastal Development Permit (CDP). Once these steps are completed, staff will request authority to identify construction funding to complete the rehabilitation of the Veteran’s Hall.

City spent CDBG grant funds of $250,000.
