Motion to approve Agenda by Burkey, Seconded by Doyle. Motion passed unanimously 5-0.
III MAYOR’S REPORTS/ANNOUNCEMENTS
A) Commendation for Outgoing Mayor Barbara Burkey
B) Commendation for Development of 140/142 School Street C) Mendocino County Sheriff Update
Sherriff McNally gave his standard report and mentioned that lighting and cameras were needed for better security in town. Also that a suspect in the local vehicle part thefts was driving a light-colored Chevy pick-up.
Fire Chief Mike Suddith requested a council liaison be present for the monthly Redwood Coast Fire Department meetings; held on the 2nd Tuesdays of the month in Manchester, CA at 5:00 P.M.
D) Point Arena Fire Safe Council Update
Jennifer Smallwood presented the following:
• A shipping container was secured at the high school for emergency storage for the community.
• LA fires - community wished they had GMRS radios and knew how to use them. o The water shortage was an issue because households were using water that was needed to run hydrants - we need to be aware of this in this city. • Make sure that if your house is in a trust, the deed of the house reflects the same name so that insurance will still cover the house.
• The next Firesafe Council meeting is 4:45 at the library in Point Arena for a radio check-in.

VI PRIVILEGE OF THE FLOOR (PUBLIC COMMENT PERIOD)
This is the time for members of the public who wish to be heard on matters that do not appear on the Agenda. City Council policy is to limit each speaker to three (3) minutes. Pursuant to the Brown Act Section 54954.3, the City Council may not take action on an item that does not appear on the Agenda. The public will be allowed to speak concurrently with the calling of an agenda item following the staff presentation of that item. • Debora Hubraston spoke from Point Arena Forward on economic development and public safety, and asked for a town hall meeting.
• Mary Heibell asked about what is going on with the buildings that Jeff Hansen owns. • Scott Schell asked about Jeff Hansen's CEQA permit status. • Elizabeth Harrison expressed concern about Port and Main streets' illegal parking. She requested code enforcement and proper parking signage.
• Ginny Wyatt requested opening the City Manager position to the public for resumes. • Jennifer Smallwood expressed concerns about drug dealing in the neighborhood.

If a member of the public would like an item on the Consent Calendar pulled and discussed separately, the request shall be made to a Councilmember prior to the meeting. The motion to approve the Consent Calendar was made by Councilmember Burkey, Seconded by Councilmember Koogle. Motion passed unanimously, 5-0.

VIII REPORTS/ACTION ITEMS - All items under this section are for discussion and possible City of Point Arena

A) Review of Point Arena Municipal Code Regarding Election of Mayor and ViceMayor Public comments were made on the Mayoral election and terms. Councilmembers were in agreement with the Council to vote for the Mayor and for a two-year term. Burkey suggested no term limit; Hansen suggested that a mayor could serve multiple terms, but not consecutively. Discussion is to continue.
B) Current Financial Overview of Point Arena
A presentation was given by City Manager.
C) Report Regarding City Code Enforment Program
Motion to approve City Code Enforcement Program research by Burkey, Seconded by Doyle.
Motion passed unanimously 5-0.
D) Discussion Regarding Point Arena Ordinance for Vacant Commercial Buildings The City Manager will provide a report with recommendations on vacant building code enforcement options at the April 2025 Council Meeting. Motion to approve research for Vacant Building Code Enforcement by Burkey, Seconded by Doyle. Motion passed unanimously 5-0.
E) Councilmember Board and Commision Appointments
Motion to approve Councilmember Board and Commission Appointments made by Burkey, Seconded by Koogle. Motion passed unanimously 5-0.
IX CLOSED SESSION
Closed Session occurred at 4:30 P.M, Public Employee Appointment: Title - City Manager
X ADJOURNMENT
If open session items cannot be completed by 9:00 P.M., the meeting may be adjourned to the next regular meeting or Council may vote to extend the meeting.
