Here is Point Arena's 2024 annual report. The report includes summaries of monitoring data and system work. Also included is the annual flow meter certification.

The discharge limits for the plant are B.O.D., Monthly Average of 90, TSS:

Monthly Average of 50, Daily Maximum of 80, PH: Instantaneous Minimum 6.5, Instantaneous Maximum 8.5, Coliform Bacteria Monthly median Most probable number of Monthly Average: 23, daily maximum 240.

The Point Arena Treatment Plant was out of compliance in the following manner:

January 2024: The plant was in compliance of all discharge requirements. We had a few power outages during the month. Had to hook up back up generator at plant and monitor levels, pump down as needed. Deep cleaned Chlorine injection unit, filled with Chlorine Tablet's. Put together a step-by-step procedure/protocol document for "SSO" events. (sanitary sewer overflow) SSO.

February 2024: The plant was in compliance of all discharge requirements. We had a few power outages during the month. Had to hook up backup generator at plant and monitor levels, pump down as needed. Cut Tree's out of the road to our Percolation Ponds. Storm cleanup around collection system in City limits. A representative from "Barnes Pumps Company" came to our plant and did a Demonstration on there new cutter blades for there grinder pumps. Updated "S.S.M.P." document on "C.I.W.Q.S." web site.

March 2024: The plant was in compliance of all discharge requirements. We had a few power outages during the month. Had to hook up backup generator at plant and monitor levels, pump down as needed. Updated and submitted all documents on "C.E.R.S." web site. Greased the "Muffin Monster" and pump. Alarm at Cypress Meadows lift station. Motor starter was tripped. Set the start up amps on the motor starter a little bit higher so this won't happen again. Everything is working at the lift station now.

April 2024: The plant wasn't incompliance with all discharge requirements. We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/l) and we were (50.25 mg/l), Algae has started early. We sprayed Algae control to both lagoons to kill the algae. Mendocino Environmental Health did a site visit at the Treatment Plant. Checked our diesel drums and containment unit for them. Checked Chlorine tab storage and signage for everything. Everything checked out at the plant, just needed to update contact info and product info.

May 2024: The plant wasn't in compliance with all discharge requirements. We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/l) and we were (71.4 mg/l), Algae is the reason for the high "TSS". Sprayed lagoon's again with algae control. Updated the (ERP) emergency response plan. Updated and added to our (C.E.R.S.) program our back-up generator for the Treatment Plant.

Submitted all corrected or updated documents to (CERS), all documents have been certified and accepted. Pulled the muffin monster out of the head works to check out the loud noise it is making. Water was in the grease on lower unit. The seals and bearings were bad. Ordered parts to fix it. Power outages again, hooked up back-up generators and monitored lift station levels, pumped down as needed. Jet mainlines in our collection system. Fuel leaking from carburetor on jettier, fixed leak.

June 2024: The plant wasn't in compliance with all discharge requirements. We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/l) and we were (76.25 mg/l), Algae is the reason for the high "TSS". Sprayed lagoons again with algae control. Continue Jetting our mainlines in the collection system.

Plug three of the four percolation ponds to dry bottoms so we can Harrow/Rip the bottoms.

July 2024: The plant wasn't in compliance with all discharge requirements. We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/I) and we were (62.25 mg/l), Algae is the reason for the high "TSS". Didn't spray lagoons again with algae control, as the numbers were coming down. Plant's back-up generators battery went bad, replaced it with a new one. Fixed the muffin monster and put it back into service once parts finally arrived.

August 2024: The plant wasn't in compliance with all discharge requirements. We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/l) and we were (74 mg/l), Algae is the reason for the high "TSS". Sprayed lagoons again with algae control. We are struggling with the Algae bloom this year.

Started Ripping/Harrowing the bottoms of the percolation ponds. Three of the four ponds are done, and the last pond was plugged to dry.

September 2024: The plant wasn't in compliance with all discharge requirements.

We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/l) and we were (58.75 mg/l), Algae is the reason for the high "TSS" Sprayed lagoons again with algae control. House backed up on Port Street, jettied there lateral to clear plug, and then jettied the mainline on that street to prevent any "SSO's" from happening. The reason for the plug was grease related. Did maintenance on equipment at the lift stations and at the treatment plant. Started Jetting the collection system to prepare for winter.

October 2024: The plant was in compliance of all discharge requirements.

Finished jetting entire system. Started to Rip/Harrow the bottom of the last pond at the percolation ponds. I found a very wet spot and got tractor stuck. The tractor got out and due to the rain starting early, it ended up only getting 1/3 of it done.

November 2024: The plant wasn't in compliance with all discharge requirements. We exceeded our monthly average on "TSS" (total suspended solids) our monthly average is (50 mg/l) and we were (71.4 mg/l), Algae is the reason for the high "TSS". Sprayed lagoons again with algae control. Scheduled to get our annual certification for our Influent Flow Meter as required in our WDR permit. Early storms caused power outages from heavy rain and wind. Hooked up back-up generators, monitor lift station levels and pumped as needed. Called RWQCB during one storm, I explained our situation we were having, as our effluent pumps weren't keeping up with the Influent flow coming into the plant. We were close to overflowing our lagoons at the plant. We thought we were going to have to dump influent water into the creek. Thankfully we didn't have to as the rain let up and we finally started to catch up. Wettest November I can remember in the 46 years I have lived in this area. I took pictures of lagoon levels and areas around lagoons to show we didn't overflow or discharge any influent into the creek. I emailed photos to RWQCB.

We had some crazy rain dumping storms this month. Our monthly total was 16.87 inches.

Wettest month I can remember in my 46 years in the area.

December 2024: The plant was in compliance of all discharge requirements.

Another wet month totaling 15.26 inches. The past two months we have got 32.13 inches.

Crazy start to our wet season. The Plant handled it well considering its age. Due to flooding and Holidays, we only got three weeks of samples to the Lab. We were one shy, but we did try, got turned around due to flooded roads.

Collections: We performed Collection System Cleaning; we jetted all the mainlines in the system. This is done two to three times yearly in order to reduce SSO's, also helps to assist in predicting when each section of the collection system needs to be serviced based on prior action and "SSO" history. We didn't have any "SSO's" in 2024.

Treatment: We didn't have any major problems besides struggling with the Algae bloom that seemed to not want to end. We were over our limit on "TSS" 7 out of 12 months. 26.25 mg/l was the highest that we went over our limit in the 7 months we weren't in compliance with our monthly limit of 50 mg/l. We had some brutal weather starting the year. Also, the last two months of the year were brutal with the atmospheric rivers that pounded us. From January 1, 2024, to December 31, 2024, we got 68.82" in 2024. Our "Muffin Monster" had bearings go bad. We pulled it and ordered parts and once we got them, we put it back together and put it back into operation. Performed regular maintenance as suggested in "O & M" manuals. Working on putting into place a grease ordinance, as the city doesn't currently have one. Should have it into effect by the end of 2025' or early 2026'.

Discharge: During the past year we only discharged our Effluent to our four Percolation Ponds. They perc well. Every year during the dry weather months we dry the bottoms of each pond for maintenance. This includes ripping/harrowing the bottoms to loosen dirt and allow them to perk better. We also clean vegetation from bottoms and sides. After the bottom is ripped/harrowed I smooth the bottom to take humps out and then it's not so rough doing it the next year. We only got three out of four ponds done this past year. We ended up getting stuck at the bottom of the last pond due to it was still wet.

Pulled the tractor out and cleaned the mess it left in the bottom of the pond. This next year we will rip that pond first. Definitely, will start drying the bottoms earlier so this don't happen again. We were in compliance with most samples during the year. We did have a algae problem in our primary and secondary Lagoons. We sprayed both lagoons several times. Seemed like it wasn't going to die. Finally got a handle on it, took a long time." TSS" (total suspended solids) was the only test we were out of compliance with.

This is all that I have on our Discharge of wastewater.

Soldani Spring box has no flow; if and when it starts to flow, we will resume testing.

Re: Treatment plant influent calibration
With the assistance of the plant operators, we zeroed the flowmeter by stopping flow, and used the false-target to insert into the throat of the flume to test 100% reading.

This letter is sent to document the fact that your Greyline Instruments SLT 5.0 ultrasonic flow transmitter was set up and programmed correctly for the measurement installation. In conjunction with the 3" Parshall flume the system will accurately measure 0 to 1.02 MGD.

The Honeywell DR 4300 chart recorder was found to be within +/- 1%. The display section of the recorder indicated:

0.000 @ 4.00mA or 0% & 0.999 @ 20.00mA or 100%
Again well within the manufacturers specifications.

If you have any questions or concerns, please do not hesitate to email or call me.
